Missouri City Fire and Rescue Services operates from five fire stations. Groups of citizens, students, Cub Scouts, Brownies, or other similar organizations may request to be given tours of the fire stations. Each group will be briefed on the responsibility of the station, its personnel, and the assigned equipment. The tour information can be tailored to the group’s specific needs or age. Call 9-1-1 for police, fire, and medical emergencies. When you call for help, what you say is important. Remember to stay calm and speak clearly. Say what is wrong and the kind of help you need. Tell the call taker the location of the emergency and give your name and telephone number. Even if you cannot speak, the call taker may be able to tell where you're calling from. Follow the call taker's instructions and stay on the line in an emergency. Know what to do when you call; roll play with your children, so that they know what to do in an emergency.
Parking in a designated fire lane is prohibited. Fire lanes are considered a part of the fire protection system of any building. It is designed to allow unobstructed fire apparatus access at all times to the building in the event of a fire or a medical emergency. Whenever a fire lane is blocked the safety of that building and its occupants are jeopardized. Fireworks can bring special meaning to the Fourth of July. However, they can cause serious injury and start dangerous fires. Any possession or discharging of fireworks is illegal within the City of Missouri City. For the benefit and safety of our citizens, the City of Missouri City conducts a majestic fireworks display every Fourth of July. Fire exits are designed to provide continuous and unobstructed means of exiting a building. An exiting system in any building may include doors, doorways, corridors, stairways, and any other exiting systems. Required exit doors must not be locked when a building is occupied. Escape routes should be posted at work stations and updated when changes are made. Remind personnel to observe the best escape route from their location. A fire drill or walk through is also a good idea. All exiting requirements are described in the International Building Codes and International Fire Codes. If you should have any questions about your emergency exiting system you may contact the Fire Marshal’s Office at 281.403.4311 during normal business hours.

When planning a home fire escape plan, draw a floor plan of your home and include all windows, doors, halls, stairs and bedrooms. Make sure all rooms, especially bedrooms, have at least two exits. Draw dark arrows on your plan to indicate normal exits. Mark emergency escape routes with lighter arrows, these alternative exits are to be used when normal exits are blocked. Test your escape route, make sure windows can be opened easily, and that screens and storm windows can be removed from the inside. If your bedrooms are on the second floor, provide folding escape ladders to safely get to the ground level. To account for everyone's safety, select and list on your plan a definite meeting place outside the house. Please do not waste time gathering valuables or getting dressed, every second counts and your safety is paramount. Assign someone to assist infants, elderly, and handicapped family members. Be prepared to call the fire department from a neighbor’s house by dialing 9-1-1. Give the 9-1-1 operator your name, address, phone number, and type of emergency. Wait to answer any questions before terminating the call. Remember, practice is the only way this plan is learned and becomes second nature during an emergency. Any property inside the city limits of Missouri City is an ISO Class 1. For areas outside of the city limits and within our response district, the Outside Protection Area (OPA):
If your home is in the 1% annual chance floodplain, it has a 26% chance of getting flooded over a 30-year period. This means it is about five times more likely to get damaged by flood than by a severe fire.
You should know that usually you can get flood insurance, if available, by contacting your regular homeowners insurance agent. FEMA and others recommend that everyone in special flood hazard areas buy flood insurance. If you buy a home or refinance your home, your mortgage lender or banker may require flood insurance. But, even if not required, it is a good investment especially in areas that flood frequently or where flood forces are likely to cause major damage.
Another thing you should know is that your community may require permits for remodeling, improving, expanding, or rebuilding your building. In order to reduce long-term flood damage, the National Flood Insurance Program requires that buildings that are substantially improved or substantially damaged become compliant.
This means if the cost of the improvements or repairs is more than 50% of the market value of the building, you will have to make it compliant with the rules for floodplain construction. Usually, this means lifting it off the foundation and elevating it above the predicted flood level. If you carry a flood insurance policy and have major flood damage, you may be eligible for up to $20,000 more to help pay for the cost of this work.
Several areas of flood hazards are commonly identified on these maps. One of these areas is the Special Flood Hazard Area (SFHA), which is defined as an area of land that would be inundated by a flood having a 1% chance of occurring in any given year (also referred to as the base flood or 100-year flood). The 1% annual chance standard was chosen after considering various alternatives.
The standard constitutes a reasonable compromise between the need for building restrictions to minimize potential loss of life and property and the economic benefits to be derived from floodplain development. Development may take place within the SFHA, provided that development complies with local floodplain management ordinances, which must meet the minimum federal requirements. Flood insurance is required for insurable structures within the SFHA to protect federal financial investments and assistance used for acquisition and/or construction purposes within communities participating in the NFIP.
Note: Buildings and structures are insurable. The National Flood Insurance Program does not insure land.
If fill has been added and removes a structure or property from a floodplain, you may file for a Letter of Map Revision-based on Fill to consider the elevations.
FEMA encourages communities to use the Elevation Certificate developed by FEMA to fulfill this requirement since it also can be used by the property owner to obtain flood insurance. Communities participating in the Community Rating System (CRS) are required to use the FEMA Elevation Certificate.

Residents interested in becoming City of Missouri City volunteers must fill out a volunteer application and submit it for review. Once you have been cleared for service, you will be contacted by staff for more information.
We are currently accepting applications for volunteers in the Animal Shelter and Parks & Recreation departments ONLY. All applicants must undergo a background check.
City staff are always open to hearing ideas for new or potential volunteer programs. If you do not see an existing program that fits your volunteer interests, please explain in your volunteer application how you would like to help and staff will follow up with you accordingly.
Residents who need to complete court-mandated volunteer hours should contact the Communications Manager at 281-403-8530 to learn about the next volunteer opportunity.
The City is happy to facilitate any credit fulfillment needs for students, on a case-by-case basis. Please indicate on your MVP application that you would like to use your volunteer hours for credit.
Probation does not affect the availability of flood insurance.
If suspended, the community becomes non-participating and flood insurance policies cannot be written or renewed. Policies in force at the time of suspension continue in force for the policy term. Three-year policies remain in force until the next annual anniversary date of the policy.
For example, this would prohibit loans guaranteed by the Department of Veterans Affairs, insured by the Federal Housing Administration, or secured by the Rural Housing Services. Under Section 202(b) of Public Law 93-234, if a Presidentially declared disaster occurs as a result of flooding in a non-participating community, no federal financial assistance can be provided for the permanent repair or reconstruction of insurable buildings in SFHAs. Eligible applicants may receive those forms of disaster assistance that are not related to permanent repair and reconstruction of buildings.
If the community applies and is accepted into the NFIP within six months of a presidential disaster declaration, these limitations on federal disaster assistance are lifted.
The first step in the application process is for the community to obtain a copy of the CRS Coordinator's Manual, which describes the program and gives details on the eligible activities. The CRS coordinator should fill out and submit an application for participation in the CRS. The CRS will verify the information and arrange for flood insurance premium discounts.
Participation in the NFIP is based on an agreement between local communities and the federal government that states if a community will adopt and enforce a floodplain management ordinance to reduce future flood risks to new construction in Special Flood Hazard Areas, the federal government will make flood insurance available within the community as a financial protection against flood losses.
In the face of mounting flood losses and escalating costs of disaster relief to the general taxpayers, the U.S. Congress created the National Flood Insurance Program's (NFIP). The intent was to reduce future flood damage through community floodplain management ordinances, and provide protection for property owners against potential losses through an insurance mechanism that requires a premium to be paid for the protection.
The NFIP is administered by the Federal Insurance and Mitigation Administration (FIMA) and the Mitigation Directorate (MT), components of FEMA, an independent federal agency.
The companies receive an expense allowance for policies written and claims processed while the federal government retains responsibility for underwriting losses. The WYO Program operates within the context of the National Flood Insurance Program's (NFIP), and is subject to its rules and regulations.
The goals of the WYO Program are:
As of October 2000, more than 100 insurance companies had signed arrangements with FIMA to sell and service flood insurance under their names.
Private insurance companies participating in the Write Your Own (WYO) Program must be licensed and regulated by states to engage in the business of property insurance in those states in which they wish to sell flood insurance.
Insurance rates also would reflect the probable higher losses that would result without local floodplain management enforcement activities.
Each identified flood-prone community must assess its flood hazard and determine whether flood insurance and floodplain management would benefit the community's residents and economy. However, a community that chooses not to participate within one year after the flood hazard has been identified and an NFIP map has been provided, is subject to the ramifications.
A community's participation status can significantly affect current and future owners of property located in Special Flood Hazard Areas (SFHAs). The decision should be made with full awareness of the consequence of each action.
About 1% of the 19,000 communities participating in the NFIP remain in the Emergency Program and FEMA hopes to convert all communities to the Regular Program of the NFIP.

Each residential unit residing within the incorporated areas of Missouri City will receive (1) 95-gallon Cart on wheels (Blue) and (1) 65-gallon Recycle Cart on wheels (Grey).
Yes. GFL (former WCA) will take requests throughout the year and provide the new requested size in the first quarter of each calendar year. Residents have the option of a 65, or 95 gallon cart for garbage and recycling. To request a different size, please contact GFL Customer Service at 281.403.5800.
The automated collection program uses vehicles that are equipped with a lifting mechanism. The lifting mechanism reaches out to the specially designed cart provided by GFL (former WCA), lifts it up, empties the contents and returns the cart to its original position near the curb. Due to the variety of shapes and sizes of store purchased trash cans, only the designated carts provided can be used for automated collection services. GFL recommends utilizing your existing containers for bulk trash or yard waste.
There are numerous benefits:
There is no cost for the cart to be provided to your home, and for normal wear and tear there is no cost to residents to have a cart replaced. However, there are costs due to carelessness, neglect or malicious damage, which result in a cart being rendered unserviceable.
Extra carts will be available after the start of the new program, which began service on Jan. 4, 2016. A homeowner can have an extra trash cart at a cost of $75 per year; call GFL's (former WCA) Missouri City Customer Service Center for details; 281.403.5800.
The carts should be placed directly at the curb, with the handle away from the street, facing your home. Keep at least three feet of distance between carts and mailboxes or other objects, and do not park cars in front of, or close to, the cart.

Per City ordinance, all garbage, trash or yard waste can be placed on the curb at 6 p.m. the day before pickup. Empty trash cans must be stored out of public view by midnight the day of pickup.
Yard waste will be collected once a week. You may utilize your own containers or place the yard waste in compostable bags.

No, the refresh program is for every current resident. If you already have a new 96-gallon GFL cart, yours will not be replaced.
96 gallons for both trash and recycling. If you require a different size (after the initial delivery time frame) please call customer service at 281-403-5800. Recycle cart sizes are being increased to 96 gallons to encourage city-wide participation.
The program will last for approximately 6 weeks. Recycle Carts (2nd Phase) will be delivered after all trash carts have been completed. Please place your cart out (if it’s full or not) on your designated collection day.
