4. Can I arrange for a fire station tour?

Missouri City Fire and Rescue Services operates from five fire stations. Groups of citizens, students, Cub Scouts, Brownies, or other similar organizations may request to be given tours of the fire stations. Each group will be briefed on the responsibility of the station, its personnel, and the assigned equipment. The tour information can be tailored to the group’s specific needs or age. An arrangement for tours and additional information is available by calling the Fire Department headquarters at 281.403.4300, Monday through Friday, or completing the Fire Resource Request Form online.

5. Why does the fire truck arrive when I call for an ambulance?

All members of Missouri City Fire and Rescue Services are considered to be first responders. Many times the fire truck can arrive at a location faster than the ambulance service, which allows more time to help a person in need. All personnel of the department are trained at minimum as an EMT-Basic or as high as a paramedic.

6. How do I get fire department assistance for smoke detectors in my house?

Missouri City Fire and Rescue Services provide a smoke detector program in which we will come to your house and assist with installation of new smoke detectors or servicing existing detectors. For more information on our smoke detector program or to schedule a visit please call 281.403.4300 or complete the Fire Resource Request Form online.

7. What if I smell gas in my house?

If you smell an odor of rotten eggs in your home, you may be smelling natural gas. Immediately evacuate your home and call the Fire Department emergency number (9-1-1). Do not open any windows or doors to let the gas out as this makes it harder for the fire fighters to locate the problem.

8. When was the Missouri City Fire Department founded?

The Missouri City Fire Department was first founded as a volunteer department on December 3, 1956, by city officials and a group of citizens. The department remained composed of all volunteer personnel until 1972, when it received its first paid employee. Over the next 20 years, more personnel were added to meet the demand of the call volume. The department is now staffed by all paid personnel.

9. How do I get help in an emergency?

The following information is presented for you and your children to become familiar with should there be an emergency. Please make sure that your children understand what they should do should a medical, fire, or police emergency occur.

Call 9-1-1 for police, fire, and medical emergencies. When you call for help, what you say is important. Remember to stay calm and speak clearly. Say what is wrong and the kind of help you need. Tell the call taker the location of the emergency and give your name and telephone number. Even if you cannot speak, the call taker may be able to tell where you're calling from. Follow the call taker's instructions and stay on the line in an emergency. Know what to do when you call; roll play with your children, so that they know what to do in an emergency.

10. Can I park in fire lanes?

Parking in a designated fire lane is prohibited. Fire lanes are considered a part of the fire protection system of any building. It is designed to allow unobstructed fire apparatus access at all times to the building in the event of a fire or a medical emergency. Whenever a fire lane is blocked the safety of that building and its occupants are jeopardized. If you would like more information regarding fire lanes or would like to report a violation please call the Fire Marshal's Office at 281.403.4300 during regular business hours or the police dispatcher at 281.403.8700, 24 hours a day.

11. How do I obtain a burn permit?

Open burning is not allowed in the City of Missouri City, except for barbecue pits used for cooking or approved outdoor fireplaces with at least three sides and an approved spark arrestor.

12. Can I ignite fireworks inside the city limits?

Fireworks can bring special meaning to the Fourth of July. However, they can cause serious injury and start dangerous fires. Any possession or discharging of fireworks is illegal within the City of Missouri City. For the benefit and safety of our citizens, the City of Missouri City conducts a majestic fireworks display every Fourth of July. For more information on fireworks, contact the Fire Marshal's Office at 281.403.4300.

13. What fire safety should a business follow?

Fire exits are designed to provide continuous and unobstructed means of exiting a building. An exiting system in any building may include doors, doorways, corridors, stairways, and any other exiting systems. Required exit doors must not be locked when a building is occupied. Escape routes should be posted at work stations and updated when changes are made. Remind personnel to observe the best escape route from their location. A fire drill or walk through is also a good idea. All exiting requirements are described in the International Building Codes and International Fire Codes. If you should have any questions about your emergency exiting system you may contact the Fire Marshal’s Office at 281.403.4311 during normal business hours.

14. How do I obtain a commercial fire inspection?

Fire inspections can be scheduled by calling the fire inspection line at 281-403-4311. If your phone call is unanswered, leave a message, and someone will  promptly contact you.

15. What kind of fire escape plan should I have?

When planning a home fire escape plan, draw a floor plan of your home and include all windows, doors, halls, stairs and bedrooms. Make sure all rooms, especially bedrooms, have at least two exits. Draw dark arrows on your plan to indicate normal exits. Mark emergency escape routes with lighter arrows, these alternative exits are to be used when normal exits are blocked. Test your escape route, make sure windows can be opened easily, and that screens and storm windows can be removed from the inside. If your bedrooms are on the second floor, provide folding escape ladders to safely get to the ground level. To account for everyone's safety, select and list on your plan a definite meeting place outside the house. Please do not waste time gathering valuables or getting dressed, every second counts and your safety is paramount. Assign someone to assist infants, elderly, and handicapped family members. Be prepared to call the fire department from a neighbor’s house by dialing 9-1-1. Give the 9-1-1 operator your name, address, phone number, and type of emergency. Wait to answer any questions before terminating the call. Remember, practice is the only way this plan is learned and becomes second nature during an emergency. If you need assistance in developing a home fire escape plan, call the Fire Department at 281.403.4300.

16. What are the Insurance Services Organization (ISO) Classification Regulations?

Any property inside the city limits of Missouri City is an ISO Class 1. For areas outside of the city limits and within our response district, the Outside Protection Area (OPA):

• Property within 1,000 feet from a fire hydrant and within five miles from a fire station is an ISO class 3.
• Property that is more than 1,000 feet from a fire hydrant and within five miles from a fire station is an ISO class 9.
• Property that is less than 1,000 feet from a fire hydrant and is over five miles from a fire station is an ISO class 10.
• Property that is more than 1,000 feet from a fire hydrant and over five miles from a fire station is an ISO class 10.

General Flood

1. What do I need to know if my building is in the floodplain?

Buildings in special flood hazard areas shown on Flood insurance Rate Maps (FIRMs) may be damaged when flooding occurs. Some buildings flood frequently, while others get damaged by only the more severe events.

If your home is in the 1% annual chance floodplain, it has a 26% chance of getting flooded over a 30-year period. This means it is about five times more likely to get damaged by flood than by a severe fire.

You should know that usually you can get flood insurance, if available, by contacting your regular homeowners insurance agent. FEMA and others recommend that everyone in special flood hazard areas buy flood insurance. If you buy a home or refinance your home, your mortgage lender or banker may require flood insurance. But, even if not required, it is a good investment especially in areas that flood frequently or where flood forces are likely to cause major damage.

Another thing you should know is that your community may require permits for remodeling, improving, expanding, or rebuilding your building. In order to reduce long-term flood damage, the National Flood Insurance Program requires that buildings that are substantially improved or substantially damaged become compliant.

This means if the cost of the improvements or repairs is more than 50% of the market value of the building, you will have to make it compliant with the rules for floodplain construction. Usually, this means lifting it off the foundation and elevating it above the predicted flood level. If you carry a flood insurance policy and have major flood damage, you may be eligible for up to $20,000 more to help pay for the cost of this work.

2. What documents does FEMA need from my insurance company?

If you apply for help from FEMA because your insurance does not cover all of your disaster related needs, you need to write a letter to FEMA explaining your situation and include a copy of a settlement or denial letter from your insurance company. FEMA cannot duplicate any insurance coverage.

3. What is a flood?

A flood is defined in the Standard Flood Insurance Policy (SFIP), in part, as a general and temporary condition of partial or complete inundation of two or more acres of normally dry land area or of two or more properties (at least one of which is your property) from overflow of inland or tidal waters, from unusual and rapid accumulation or runoff of surface waters from any source, or from mudflow.

4. What is a Special Flood Hazard Area?

In support of the National Flood Insurance Program (NFIP), FEMA has undertaken a massive effort of flood hazard identification and mapping to produce Flood Hazard Boundary Maps (FHBMs), Flood Insurance Rate Maps (FIRMs), and Flood Boundary and Floodway Maps (FBFMs).

Several areas of flood hazards are commonly identified on these maps. One of these areas is the Special Flood Hazard Area (SFHA), which is defined as an area of land that would be inundated by a flood having a 1% chance of occurring in any given year (also referred to as the base flood or 100-year flood). The 1% annual chance standard was chosen after considering various alternatives.

The standard constitutes a reasonable compromise between the need for building restrictions to minimize potential loss of life and property and the economic benefits to be derived from floodplain development. Development may take place within the SFHA, provided that development complies with local floodplain management ordinances, which must meet the minimum federal requirements. Flood insurance is required for insurable structures within the SFHA to protect federal financial investments and assistance used for acquisition and/or construction purposes within communities participating in the NFIP.

5. What is a Flood Insurance Study (FIS)?

A Flood Insurance Study (FIS) is a book that contains information regarding flooding in a community and is developed in conjunction with the Flood Insurance Rate Map (FIRM). The FIS, also known as a flood elevation study, frequently contains a narrative of the flood history of a community and discusses the engineering methods used to develop the FIRMs. The study also contains flood profiles for studied flooding sources and can be used to determine base flood elevations for some areas.

6. What elevation is used when rating a structure for a flood insurance policy?

The difference between the lowest floor elevation (including basement) of your structure and the 1% annual chance flood elevation is used to determine the insurance rating.

Note: Buildings and structures are insurable. The National Flood Insurance Program does not insure land.

7. What is earthen fill and how does it affect the floodplain?

For purposes of the National Flood Insurance Program (NFIP), fill refers to soil that is used to raise the level of the ground. Depending on where the soil is placed, fill may change the flow of water or increase flood elevations. Fill may be used to elevate a building to meet the NFIP requirements. Sometimes fill is combined with other methods of elevation such as pilings or foundation walls. Placement of fill in the Special Flood Hazard Area requires a local permit from the community.

If fill has been added and removes a structure or property from a floodplain, you may file for a Letter of Map Revision-based on Fill to consider the elevations.

8. What is an elevation certificate?

A community’s permit file must have an official record that shows new buildings and substantial improvements in all identified Special Flood Hazard Areas (SFHAs) are properly elevated. This elevation information is needed to show compliance with the floodplain management ordinance.

FEMA encourages communities to use the Elevation Certificate developed by FEMA to fulfill this requirement since it also can be used by the property owner to obtain flood insurance. Communities participating in the Community Rating System (CRS) are required to use the FEMA Elevation Certificate.

The City of Missouri City accepts online applications only. As such, all applicants must complete an online application, which will remain in our system according to the appropriate retention schedule, then apply for the position of interest by following the online prompts.

Once an individual submits their application for a specific vacancy, the system will generate and email a notice confirming receipt of their application. Generally we recommend that applicants check their junk mail folder if they do not receive an electronic confirmation within 24 hours of submitting an application.

1. How do I become a volunteer with the City?

Residents interested in becoming City of Missouri City volunteers must fill out a volunteer application and submit it for review. Once you have been cleared for service, you will be contacted by staff for more information.

National Flood Insurance Program

1. What happens when a community does not enforce its floodplain management ordinance?

Communities are required to adopt and enforce a floodplain management ordinance that meets minimum National Flood Insurance Program (NFIP) requirements. Communities that do not enforce these ordinances can be placed on probation or suspended from the program. This is done only after FEMA has provided assistance to the community to help it become compliant.

2. What is probation?

Probation is the formal notification by FEMA to a community that its floodplain management program does not meet National Flood Insurance Program (NFIP) criteria. It is an action authorized under federal regulations.

3. When can a community be placed on probation?

A community can be placed on probation 90 days after FEMA provides written notice to community officials of specific deficiencies. Probation generally is imposed only after FEMA has consulted with the community and has not been able to resolve deficiencies. The FEMA Regional Director has the authority to place communities on probation.

4. How long will probation last?

Probation may be continued for up to one year after the community corrects all program deficiencies and remedies all violations to the maximum extent possible.

5. What penalties are imposed when a community is placed on probation?

An additional $50 charge is added to the premium for each policy sold or renewed in the community. The additional charge is effective for at least one year after the community's probation period begins. The surcharge is intended to focus the attention of policyholders on the community's non-compliance to help avoid suspension of the community, which has serious adverse impacts on those policyholders.

Probation does not affect the availability of flood insurance.

6. What is suspension?

Suspension of a participating community (usually after a period of probation) occurs when the community fails to solve its compliance problems or fails to adopt an adequate ordinance. The community is provided written notice of the impending suspension and granted 30 days in which to show cause why it should not be suspended. Suspension is imposed by the Associate Director and Mitigation Directorate of FEMA.

If suspended, the community becomes non-participating and flood insurance policies cannot be written or renewed. Policies in force at the time of suspension continue in force for the policy term. Three-year policies remain in force until the next annual anniversary date of the policy.

7. What happens if a community does not participate in the National Flood Insurance Program (NFIP)?

Flood insurance under the National Flood Insurance Program (NFIP) is not available within that community. Furthermore, Section 202(a) of Public Law 93-234, as amended, prohibits federal officers or agencies from approving any form of financial assistance for acquisition or construction purposes in a Special Flood Hazard Area (SFHA).

For example, this would prohibit loans guaranteed by the Department of Veterans Affairs, insured by the Federal Housing Administration, or secured by the Rural Housing Services. Under Section 202(b) of Public Law 93-234, if a Presidentially declared disaster occurs as a result of flooding in a non-participating community, no federal financial assistance can be provided for the permanent repair or reconstruction of insurable buildings in SFHAs. Eligible applicants may receive those forms of disaster assistance that are not related to permanent repair and reconstruction of buildings.

If the community applies and is accepted into the NFIP within six months of a presidential disaster declaration, these limitations on federal disaster assistance are lifted.

8. Explain the discounts on premiums for the Community Rating System (CRS) for communities that go beyond the minimum requirements to participate in the National Flood Insurance Program (NFIP).

The National Flood Insurance Program's (NFIP) Community Rating System (CRS) recognizes community efforts beyond the NFIP minimum standards by reducing flood insurance premiums for the community's property owners. The discounts may range from 5-45%. The discounts provide an incentive for new flood mitigation, planning, and preparedness activities that can help save lives and protect property in the event of a flood.

9. What procedures must be followed for a community to participate in the Community Rating System (CRS)?

Participation in the Community Rating System (CRS) is voluntary. A community in compliance with the rules and regulations of the National Flood Insurance Program's (NFIP) may apply. The community's Chief Executive Officer must appoint a CRS coordinator to handle the application work and serve as the liaison between the community and FEMA.

The first step in the application process is for the community to obtain a copy of the CRS Coordinator's Manual, which describes the program and gives details on the eligible activities. The CRS coordinator should fill out and submit an application for participation in the CRS. The CRS will verify the information and arrange for flood insurance premium discounts.

11. What is the National Flood Insurance Program (NFIP)?

The National Flood Insurance Program's (NFIP) is a federal program enabling property owners in participating communities to purchase insurance protection against losses from flooding. This insurance is designed to provide an insurance alternative to disaster assistance to meet the escalating costs of repairing damage to buildings and their contents caused by floods.

Participation in the NFIP is based on an agreement between local communities and the federal government that states if a community will adopt and enforce a floodplain management ordinance to reduce future flood risks to new construction in Special Flood Hazard Areas, the federal government will make flood insurance available within the community as a financial protection against flood losses.

12. Why was the National Flood Insurance Program established by Congress?

For decades, the national response to flood disasters was generally limited to constructing flood-control works such as dams, levees, sea-walls, and the like, and providing disaster relief to flood victims. This approach did not reduce losses, nor did it discourage unwise development. In some instances, it may have actually encouraged additional development. To compound the problem, the public generally could not buy flood coverage from insurance companies, and building techniques to reduce flood damage were often overlooked.

In the face of mounting flood losses and escalating costs of disaster relief to the general taxpayers, the U.S. Congress created the National Flood Insurance Program's (NFIP). The intent was to reduce future flood damage through community floodplain management ordinances, and provide protection for property owners against potential losses through an insurance mechanism that requires a premium to be paid for the protection.

13. How was the National Flood Insurance Program (NFIP) established and who administers it?

The U.S. Congress established the National Flood Insurance Program's (NFIP) on August 1, 1968, with the passage of the National Flood Insurance Act of 1968. The NFIP was broadened and modified with the passage of the Flood Disaster Protection Act of 1973 and other legislative measures. It was further modified by the National Flood Insurance Reform Act of 1994, signed into law on September 23, 1994.

The NFIP is administered by the Federal Insurance and Mitigation Administration (FIMA) and the Mitigation Directorate (MT), components of FEMA, an independent federal agency.

14. What is the National Flood Insurance Program's (NFIP) Write Your Own (WYO) Program?

The Write Your Own (WYO) Program, begun in 1983, is a cooperative undertaking of the insurance industry and the Federal Insurance and Mitigation Administration (FIMA). The WYO Program allows participating property and casualty insurance companies to write and service the Standard Flood Insurance Policy in their own names.

The companies receive an expense allowance for policies written and claims processed while the federal government retains responsibility for underwriting losses. The WYO Program operates within the context of the National Flood Insurance Program's (NFIP), and is subject to its rules and regulations.

The goals of the WYO Program are:

• Improve service to NFIP policyholders through the infusion of insurance industry knowledge


• Increase the NFIP policy base and the geographic distribution of policies


• Provide the insurance industry with direct operating experience with flood insurance

As of October 2000, more than 100 insurance companies had signed arrangements with FIMA to sell and service flood insurance under their names.

15. Do the state insurance regulators have any jurisdiction over the National Flood Insurance Program in their respective states?

As established by the U.S. Congress, the sale of flood insurance under the National Flood Insurance Program (NFIP) is subject to the rules and regulations of Federal Insurance and Mitigation Administration (FIMA). FIMA has elected to have state-licensed insurance companies' agents and brokers sell flood insurance to consumers. State regulators hold the insurance companies' agents and brokers accountable for providing NFIP customers with the same standards and level of service that the states require of them in selling their other lines of insurance.

Private insurance companies participating in the Write Your Own (WYO) Program must be licensed and regulated by states to engage in the business of property insurance in those states in which they wish to sell flood insurance.

16. How does the National Flood Insurance Program (NFIP) benefit property owners, taxpayers, and communities?

Through the National Flood Insurance Program (NFIP), property owners in participating communities are able to insure against flood losses. By employing wise floodplain management, a participating community can protect its citizens against much of the devastating financial loss resulting from flood disasters. Careful local management of development in the floodplains results in construction practices that can reduce flood losses and the high costs associated with flood disasters to all levels of government.

17. What is the definition of a community?

A community, as defined for the National Flood Insurance Program's (NFIP) purposes, is any state, area, or political subdivision, or any Indian tribe, authorized tribal organization, Alaska native village, or authorized native organization that has the authority to adopt and enforce floodplain management ordinances for the area under its jurisdiction. In most cases, a community is an incorporated city, town, township, borough, or village, or an unincorporated area of a county or parish. However, some states have statutory authorities that vary from this description.

18. Why is participation in the National Flood Insurance Program (NFIP) on a community basis rather than on an individual basis?

The National Flood Insurance Act of 1968 allows the Federal Insurance and Mitigation Administration (FIMA) to make flood insurance available only in those areas where the appropriate public body has adopted adequate floodplain management regulations for its flood-prone areas. Individual citizens cannot regulate building or establish construction priorities for communities. Without community oversight of building activities in the floodplain, the best efforts of some to reduce future flood losses could be undermined or nullified by the careless building of others. Unless the community as a whole is practicing adequate flood hazard mitigation, the potential for loss will not be reduced sufficiently to affect disaster relief costs.

Insurance rates also would reflect the probable higher losses that would result without local floodplain management enforcement activities.

19. Is community participation mandatory?

Community participation in the National Flood Insurance Program (NFIP) is voluntary, although some states require NFIP participation as part of their floodplain management program.

Each identified flood-prone community must assess its flood hazard and determine whether flood insurance and floodplain management would benefit the community's residents and economy. However, a community that chooses not to participate within one year after the flood hazard has been identified and an NFIP map has been provided, is subject to the ramifications.

A community's participation status can significantly affect current and future owners of property located in Special Flood Hazard Areas (SFHAs). The decision should be made with full awareness of the consequence of each action.

20. What is the National Flood Insurance Program's Emergency Program?

The Emergency Program is the initial phase of a community's participation in the National Flood Insurance Program (NFIP) and was designed to provide a limited amount of insurance at less than actuarial rates. A community participating in the Emergency Program either does not have an identified and mapped flood hazard or has been provided with a Flood Hazard Boundary Map (FHBM), and the community is required to adopt limited floodplain management standards to control future use of its floodplains.

About 1% of the 19,000 communities participating in the NFIP remain in the Emergency Program and FEMA hopes to convert all communities to the Regular Program of the NFIP.

21. What is the National Flood Insurance Program's (NFIP) Regular Program?

A community participating in the Regular Program of the National Flood Insurance Program (NFIP) is usually provided with a Flood Insurance Rate Map (FIRM) and a detailed engineering study, termed a Flood Insurance Study (FIS). Under the Regular Program, more comprehensive floodplain management requirements are imposed on the community in exchange for higher amounts of flood insurance coverage.

Call the city's Code Enforcement Hot Line at 281.403.8560 for abandoned vehicles left on private property. Citizens wishing to report abandoned vehicles left on a public roadway are asked to call the Missouri City Police Department at 281.403.8700.

2. How do I obtain a traffic accident report?

The driver of any vehicle in an accident occurring within the City of Missouri City that results in injury, death, damage exceeding $1,000, or damage to any vehicle that cannot be normally and safely driven shall report such an accident by the quickest means possible to the Police Department. Police officers called to the scene may investigate the accident, file charges, and submit accident reports to the Texas Department of Public Safety within 10 days of the accident.

If you are not a participant in the accident, then you must follow the guidelines as set forth through open records. The fee for one copy is $6.

For information concerning accident reports, contact the Missouri City Police Department Records Division between 8:00 am - 4:00 pm Monday through Friday by calling 281.403.8700.

3. What is the default cart size?

Each residential unit residing within the incorporated areas of Missouri City will receive (1) 95-gallon Cart on wheels (Blue) and (1) 65-gallon Recycle Cart on wheels (Grey).

4. Can I get a larger/smaller cart?

Yes. GFL (former WCA) will take requests throughout the year and provide the new requested size in the first quarter of each calendar year. Residents have the option of a 65, or 95 gallon cart for garbage and recycling. To request a different size, please contact GFL Customer Service at 281.403.5800.

5. Why can’t I continue to use other trash containers?

The automated collection program uses vehicles that are equipped with a lifting mechanism. The lifting mechanism reaches out to the specially designed cart provided by GFL (former WCA), lifts it up, empties the contents and returns the cart to its original position near the curb. Due to the variety of shapes and sizes of store purchased trash cans, only the designated carts provided can be used for automated collection services. GFL recommends utilizing your existing containers for bulk trash or yard waste.

6. What are the benefits of using roll carts for the collection of trash and recycling?

There are numerous benefits:

• Residents will not have to purchase their own trash containers because the carts will be provided by GFL (former WCA) at no additional cost to the residents.
• Using a roll cart for recycling increases the capacity for recyclable commodities versus typical 18-gallon recycle bins.
• Due to the recycling cart having wheels, it may be more convenient for residents to wheel the carts to the curb opposed to carrying an 18-gallon bin or, a container without wheels or, castors.
• Carts have lids that help create neater and litter-free neighborhoods, increasing the aesthetic appeal and value of your community.

7. What is the cost for getting a cart and maintenance cost for the carts?

There is no cost for the cart to be provided to your home, and for normal wear and tear there is no cost to residents to have a cart replaced. However, there are costs due to carelessness, neglect or malicious damage, which result in a cart being rendered unserviceable.

8. What if I want an extra cart?

Extra carts will be available after the start of the new program, which began service on Jan. 4, 2016. A homeowner can have an extra trash cart at a cost of $75 per year; call GFL's (former WCA) Missouri City Customer Service Center for details; 281.403.5800.

9. How do the new carts get serviced each week?

The carts should be placed directly at the curb, with the handle away from the street, facing your home. Keep at least three feet of distance between carts and mailboxes or other objects, and do not park cars in front of, or close to, the cart.

10. What can be recycled in my cart?

The recycle cart has information on the lid that lists “acceptable items”:

• No Glass (This should be disposed of as regular trash)
• All loose paper
• Newspapers
• Magazines
• Corrugated & boxboard cardboard (No pizza boxes; these should be disposed of as regular trash)
• Steel & tin cans
• Aluminum containers
• Household plastics #1 to #7 (Excluding Styrofoam)

11. Do I have to sort the recyclables in the new carts?

The recycling will be single stream, which allows residents to place all recyclables together in one container.

12. What if I can’t roll my cart to the curb, due to health reasons?

Residents with health concerns should complete a valet/assisted service form. For questions, call 281.403.5800.

13. What if I have an issue regarding my trash or recyclables services?

You may contact the GFL's (former WCA) Customer Service Center at 281.403.5800. This number will be printed on the lids of the trash and recycle containers for future reference.

14. When do I have to have my carts put out for service and put them away after service?

Per City ordinance, all garbage, trash or yard waste can be placed on the curb at 6 p.m. the day before pickup. Empty trash cans must be stored out of public view by midnight the day of pickup.

15. How do I dispose of yard waste?

Yard waste will be collected once a week. You may utilize your own containers or place the yard waste in compostable bags.

Solid Waste Services - GFL New Cart Refresh Program

1. Do I need to request the initial exchange?

No, the refresh program is for every current resident. If you already have a new 96-gallon GFL cart, yours will not be replaced.

2. What size will I receive?

96 gallons for both trash and recycling. If you require a different size (after the initial delivery time frame) please call customer service at 281-403-5800. Recycle cart sizes are being increased to 96 gallons to encourage city-wide participation.

3. How do I know when I will get my cart?

The program will last for approximately 6 weeks. Recycle Carts (2nd Phase) will be delivered after all trash carts have been completed. Please place your cart out (if it’s full or not) on your designated collection day.

4. What if I need an additional cart?

Call customer service at 281-403-5800 to request an additional cart.

5. What if I have valet service with a different color lid?

The initial cart will be delivered with a standard lid and after the program is finished a team will change out the lids for identification.
