At the Monday, July 3 Regular Meeting, council members authorized an interlocal agreement for cooperative purchasing services with Fort Bend County; authorized execution of a contract with Construction Masters of Houston for facilities improvements at the Traffic Signal Shop and the Recreation & Tennis Center; and approved a resolution authorizing the waiver of fees to use a City park for the Snowdrop Foundation Ultra 55 Endurance Race. Presentations & Recognitions
- Presented the proclamation for National Parks and Recreation Month.

Consent Agenda
- Approved (7-0) the Special and Regular City Council Meeting minutes of June 5, 2023 and June 20, 2023.
- Approved (7-0) an ordinance on the second and final reading changing the zoning classification of 2.31 acres of land from SD suburban district to LC-3 retail district; depicting said tracts of land affected thereby; amending the zoning district map of the City; providing for repeal; providing a penalty; providing for severability; and containing other provisions relating to the subject.
- Authorized (7-0) the Mayor to execute an interlocal agreement for cooperative purchasing services with Fort Bend County.
- Authorized (7-0) the Mayor to accept a permanent easement for the installation of a sanitary sewer force main pipeline.
- Authorized (7-0) the City Manager to execute a contract with Texan Floor Service, Inc. for carpet replacement at City Hall and Municipal Court in an amount not to exceed $107,967.
- Authorized (7-0) the Mayor to accept a temporary construction easement in connection with the BTR, LLC, development and the City’s 12” gravity sewer main project.
- Authorized (7-0) the City Manager to execute a contract with Construction Masters of Houston for facility improvements at the Traffic Signal Shop and the Recreation & Tennis Center in an amount not to exceed $386,771.55.
- Authorized (7-0) the City Manager to execute a contract with Charlie’s Plumbing, Inc., for preventative maintenance and on-call repair service in an amount not to exceed $100,000 per year.
- Authorized (7-0) the Mayor to accept a temporary construction and reciprocal access easement of land needed as a staging area for men, materials and equipment in connection with the DPEG Vicksburg, LP, development and the City’s 12” gravity sewer main project.
Ordinances
- Approved (7-0) an ordinance on the first of two readings approving and ratifying a meet and confer agreement between the City and the Missouri City Police Officers Association pursuant to Subchapter B of Chapter 42 of the Texas Local Government Code for a term beginning on Aug. 1, 2023, and ending on Sept. 30, 2024.
Resolutions
- Approved (7-0) a resolution of the City Council authorizing the waiver of fees to use a City park for the Snowdrop Foundation Ultra 55 Endurance Race; providing for repeal; providing for severability; and making certain findings relating thereto.
- Approved (7-0) a resolution finding and determining if a public necessity exists for the acquisition of certain real property located along the north line of Independence Parkway, west of Heritage Court and east of Moore Road in connection with a proposed Parks & Recreation project for the Sta-Mo Sports Complex; and authorizing such acquisition needed for the project.
- Approved (7-0) a resolution finding and determining if a public necessity exists for the acquisition of permanent easement in and to certain real property located north of and adjacent to Villa Del Lago at Lake Olympia Section One, and east of Misty Hollow Drive in connection with a proposed Parks & Recreation project; and authorizing such acquisition needed for the Freedom Tree Park Trails project.
- Approved (7-0) a resolution finding and determining if a public necessity exists for the acquisition of certain real property located along the west property line of the Mustang Bayou Waste Water Treatment Plant, north of Trammel-Fresno Road and south of the Fort Bend County Municipal Utility District No. 48 drainage easement in connection with a proposed Public Works project; and authorizing such acquisition needed for the project.
