Consent Agenda
a) Approved (7-0) the minutes of the Special and Regular City Council meetings of March 30, April 3 and April 4.
b) Accept and execute 0.145 acres sanitary sewer easement for installing a sanitary sewer line to serve new development. This item was pulled from the agenda.
c) Approved (7-0) an ordinance on the second and final reading, amending regulations in PD, Planned Development District No. 111; regulating and restricting the development and use of property within such PD, Planned Development District; amending the zoning district map of the City of Missouri City; providing for an amendment to the comprehensive plan; providing for repeal; providing a penalty; providing for severability; and containing other provisions relating to the subject.

Held a public hearing to receive comments for or against a request by Heping Chen, IFMA Property, LLC to zone an approximate 8.57 acres of land from SD, Suburban District and SUP, Specific Use Permit #206 (O-20-01) to PD, Planned Development District to allow for MF-2, multi-family district uses; and to the extent such zoning deviates from the Future Land Use and Character map of the Comprehensive Plan, to provide for an amendment therefrom. The subject site is located on Knights Court, southwest of State Highway 6 and south of Colony Lakes Subdivision.
2. Failed (0-7) an ordinance on the first of two readings, changing the zoning classification of 8.57 acres of land from specific use: place of assembly to PD, Planned Development District No. 118; describing said 8.57 acres of land; regulating and restricting the development and use of property within such PD, Planned Development District; amending the zoning district map of the City of Missouri City; providing for an amendment to the comprehensive plan; providing for repeal; providing a penalty; providing for severability; and containing other provisions relating to the subject. Subject site is the one listed above.
Authorizations
a) Authorized (7-0) the City Manager to execute the Federal Emergency Management Agency (FEMA) Integrated Public Alert and Warning System Agreement (IPAWS).
b) Authorized (7-0) the Mayor to execute a standard operating guide with Fort Bend County for use of the IPAWS for public messaging.
Ordinances
a) Approved (7-0) an ordinance on the first and final reading amending the Fiscal Year 2023 Adopted Budget.
Resolutions
a) Approved (7-0) a resolution authorizing the execution of an agreement between the City of Missouri City and Kevin Moore for facade improvements at 1605 Cartwright Rd.
b) Approved (7-0) a resolution authorizing the submission of the COPS Hiring Grant to the U.S. Department of Justice for two additional police officer positions in Fiscal Year 2024.
