- Authorized (7-0) the City Manager to execute a contract with Lake Management Services for remediation and on-going maintenance of plant life and water quality in City lakes and waterways for an annual amount not to exceed $168,000.
- Authorized (7-0) the City Manager to amend contract 21-017 with Yellowstone Landscape for the provisions of Tree Services in an amount not to exceed $62,000
- Authorized (7-0) the City Manager to enter into a contract with Curt Services, LLC for fire code permit plan review in an amount not to exceed $110,000 per annum.
- Authorized (7-0) the City Manager to enter into a contract with SafeBuilt, LLC (BBG Consulting) for development plan review and inspection services in an amount not to exceed $110,000 per annum.

- Authorized (7-0) the City Manager to execute a contract with AW&D Construction & Maintenance for landscape turf installation in the amount not to exceed $100,000.
- Authorized (7-0) the City Manager to execute a contract with Construction Masters of Houston for renovations of the Community Center’s second floor in the amount not to exceed $178,404.
- Authorized (7-0) the City Manager to execute a four (4) year contract with Prime Controls, LP for supervisory control and data acquisition (SCADA) service not to exceed total contract amount of $192,000.
- Authorized (7-0) the City Manager to execute an agreement for emergency response coordination software in an amount not to exceed $379,754.99.
- Authorized (7-0) the City Manager to execute an agreement for video streaming services.
- Approved (7-0) an ordinance on the second and final reading amending Chapter 2, Administration, of the Missouri City Code amending the rules for City Council meetings.
- Authorized (7-0) the City Manager to execute a three-year contract with Siddons-Martin Emergency Group, LLC for preventative maintenance and on-call repair service for Fire Services Apparatus Vehicles for an amount not to exceed $250,000 for the life of the contract.
- Authorized (7-0) the City Manager to negotiate and execute a renewal agreement for body worn camera, in-car modem and in-car video system in the amount not to exceed $938,675.00 over a five-year term.
- Authorized (7-0) the City Manager to enter into a contract with Mikayla Architects for development plan review and inspection services in an amount not to exceed $110,000 per annum.
- Authorized (7-0) the City Manager to execute a contract for off-site vehicle and large engine repairs in an amount not to exceed $389,200.

- Appointed (4-2) Courtney Johnson Rose and Maris Reynolds to the Joint Airport Zoning Board.
Public Hearing

- Held a public hearing to receive comments for or against a request by Brian Swartz, AIA on behalf of Access Health to zone an approximate 2.78 acre tract of land to LC-3, retail district to allow for the location of a medical facility; and to the extent such zoning deviates from the Future Land Use and Character map of the Comprehensive Plan, to provide for an amendment therefrom. The subject property is located within the boundaries of SUP, specific use permit #126 (Ordinance O-10-35) which allows for a place of assembly use. The site located north and east of Highway 6, south of Sugar Creek Baptist Church Missouri City and Fort Bend Community Church, west of Oyster Creek Village at Lake Olympia Section 1 residential subdivision, and north of Oyster Creek Village at Lake Olympia Section 3 residential subdivision.
- Approved (7-0) an ordinance on the first of two readings to zone approximately 2.78 acres of land from R-2, single-family residential district to LC-3, retail district to allow for a medical facility use. Subject site is the same as in the above public hearing.
- Public Hearings & Related Actions
- Held a public hearing to receive comments for or against an ordinance adopting the Fourth Amended and Restated City of Missouri City, Texas Reinvestment Zone Number Two (TIRZ 2) Project and Financing Plan to provide for additional funding for public water and wastewater infrastructure.
- Approved (7-0) an ordinance on the first of two readings adopting the Fourth Amended and Restated City of Missouri City, Texas Reinvestment Zone Number Two (TIRZ 2) Project and Financing Plan to provide for additional project cost capacity for public water and wastewater infrastructure.
Authorizations
- Authorized (7-0) the City Manager to negotiate and execute a construction contract with TSC, Inc. for the construction and installation of a traffic signal at the intersection of Lake Olympia Parkway at Fort Bend Toll Road in an amount not to exceed $738,386.
- Authorized (7-0) the Third Amended and Restated Golf Course Management Agreement between the City and Missouri City Recreation and Leisure Local Government Corporation.
- Authorized (7-0) the City Manager to submit an application to the Texas General Land Office for eligible projects towards the allocated Community Development Block Grant Mitigation (CDBG-MIT) funding in the amount of $5,070,900 and to start the public comment period.
Ordinances
- Approved (7-0) an ordinance on the first and final reading amending the Fiscal Year 2023 Adopted Budget.
Resolutions
- Approved (7-0) a resolution authorizing the Mayor to execute a settlement agreement related to a setback enforcement matter in the Stillwell Partition subdivision.
