At the Monday, Oct. 3 In-Person Regular Meeting in the City Council Chambers, councilmembers issued a proclamation in honor of Khloe Joiner, winner of the 2022 Gloria Barron Prize for Young Heroes; presented a 2022 Golden Tree Award to Fort Bend Dental; and approved an ordinance on the assessment, levy and collection of ad valorem taxes of $0.573750 per $100 for the tax year 2022. Presentations and Recognitions
- Recognized Khloe Joiner, a National Winner of the 2022 Gloria Barron Prize for Young Heroes.
- Presented the 2022 Golden Tree Award to Fort Bend Dental, 3717 Township Ln., for outstanding landscaping in our community.
- Administered Oaths of Office for Mayor's Youth Commission.
Consent Agenda
- Approved (6-1) the minutes of the special and regular City Council meetings dated 9/6/22, 9/14/22 and 9/19/22.
- Approved (6-1) an ordinance on the fourth and final reading, amending the term of the franchise granted to GFL Environmental Services USA, Inc., successor in interest to Waste Corporation of Texas, L.P., a wholly owned-subsidiary of WCA Waste Corporation, for the right and privilege to use the public rights of way to conduct a solid waste collection service business for commercial customers within the City of Missouri City, Texas.

- Authorized (6-1) the Interim City Manager to negotiate and execute a contract with Patterson Veterinary Supply, Inc. for veterinary supplies for animals at City Animal Shelter in the amount not to exceed $166,692.72.
Public Hearings and Related Actions
- Held a public hearing to receive comments on an increase in the residential and commercial solid waste and recyclable materials collection rates. This item was removed.
- Approved (6-1) a resolution adopting a schedule of rates and fees for city residential and commercial solid waste and recyclable materials collection services.
- Held a public hearing to receive comments regarding an ordinance on second and final reading adopting an ad valorem tax rate for the City of Missouri City, Texas, upon all taxable property within the corporate limits of the City for the Fiscal Year ending September 30, 2023; and directing the assessment and collection thereof.
- Approved (7-0) an ordinance on second and final reading adopting an ad valorem tax rate for the City of Missouri City, Texas, upon all taxable property within the corporate limits of the City for the Fiscal Year ending September 30, 2023; and directing the assessment and collection thereof.
Authorizations
- Authorized (7-0) the Interim City Manager to negotiate and execute an agreement for the purchase of four (4) Fire Department fleet vehicles including equipment and make-ready/up-fitting in the amount of $277,884.00.
- Authorized (7-0) the Interim City Manager to apply and the Mayor to execute a license agreement with the Gulf Coast Water Authority.
- Authorized (7-0) the Mayor to negotiate and execute an Interlocal Agreement (ILA) between the City of Missouri City, Fort Bend County and the Sienna Management District to construct certain Intersection Improvements within the Sienna Pkwy. Corridor.
- Authorized (7-0) the Interim City Manager to execute an agreement with Valley View Consulting, LLC for investment advisory services in an amount not to exceed $49,000.00 per year.
- Authorized (7-0) the Interim City Manager to execute a contract with PALL Water for water filter services in an amount not to exceed $39,380 per year.
Closed Executive Session
- A Texas Government Code, Section 551.071 – Consultation with attorney to seek or receive legal advice regarding pending or contemplated litigation, a settlement offer, or on a matter in which the duty of the attorney to the City under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas clearly conflicts with the Texas Open Meetings Act.
- Texas Government Code, Section 551.074 – Deliberations concerning the appointment, employment, evaluation, reassignment, duties, discipline, or dismissal of the City Manager.
