City of Missouri City Provides Update on Gas Station Development

Happening

After exploring and exhausting various potential resolutions regarding the development of a new gas station at Independence Boulevard and Grand Park Drive (ranging from private owner-required deed restrictions to land purchase), the City of Missouri City administration and City Council must announce that the development of the gas station on the privately owned land will continue to move forward as planned by the developer and landowner.

The subject property, zoned for LC-3 retail district uses in 1981, was designated by the landowners for the development of a gas station as early as 2013. The public outcry resulting from the proposed development has led to a renewed awareness and focus on the City’s zoning and its comprehensive plan, which may be reviewed and updated in the next fiscal year. Although restricted by existing laws and circumstances in the current development instance, the City Council prioritized the review of existing land use regulations during its City Council retreat held on April 30, 2022. The proposed review will be comprehensive and will assist in identifying parcels of land that are designated for uses that may not be compatible with adjacent existing uses. The current comprehensive plan was most recently reviewed and updated in 2017.

While the subject property is zoned for LC-3 retail district use, Missouri City Code regulations also require the following:

  • Landscaping along both the Independence Boulevard and Grand Park Drive;
  • 8-foot tall live oak trees and minimum 30-inch tall waxleaf lugustrum shrub hedges;
  • Along the rear property lines, where adjacent to the residential lots, a masonry wall and associated shade trees; and
  • Landscaping within the parking areas as well as shade trees.
