At the Monday, June 6 In-Person Regular Meeting in the Community Center, Councilmembers welcomed 11 new firefighters; approved the construction and installation of park monument signage at Oak Hill, MacNaughton and Lexington Creek Parks; and appointed Sedrick Cole as the Interim City Manager. Here is a rundown of all Council actions at the meeting:
Presentations & Recognitions
- The Fire Department introduced 11 new firefighters.

- Recognize the Thurgood Marshall High School Girls Track Team for being UIL 5A State Champions for two consecutive years. This item was removed.
- Recognize the Thurgood Marshall High School Boys Track Team for their UIL 5A State Champions for five years. This item was removed.
Consent Agenda
- Authorized the Mayor (7-0) to execute a contract amendment to the Interlocal Agreement with Fort Bend County for the Sienna Parkway Intersection Mobility Improvements project.
- Rejected (6-1) all applications that were received for Request for Applications (RFA) No. 22-051.
- Approved an ordinance (6-1) on the second and final reading amending the impact fees for water and wastewater facilities for the Mustang Bayou Service Area in accordance with an updated land use assumptions and capital improvements plan; providing for the collection and assessment of impact fees; and making certain findings.
- Approved an ordinance (7-0) on the second and final reading to zone an approximate 24.45-acre tract of land to PD, Planned Development District to allow for a mixed-use development to include retail, commercial, and residential uses; and to the extent such zoning deviates from the Future Land Use and Character map of the Comprehensive Plan, to provide for an amendment therefrom. The subject site is located south of Highway 6, north and west of Fort Bend Parkway, and east of Oakwick Forest Drive.
- Approved an ordinance (7-0) on the second and final reading amending Chapter 74, Parks and Recreation of the Missouri City Code; amending the rules and regulations regarding parks and recreation facilities licensing.
Authorizations
- Authorized the City Manager (6-1) to execute an Interlocal Agreement with Fort Bend County for the Kitty Hollow Dam Rehabilitation project.
- Authorized the Mayor (7-0) to execute an amendment to the contract with the Texas General Land Office (GLO) for the Cangelosi Ditch expansion project.
- Authorized the City Manager (6-1) to execute an agreement with Knights Baseball granting a non-exclusive license for the use of athletic fields at Community Park.
- Authorized the Interim City Manager (7-0) to execute a contract with Bass Construction Co. for the construction and installation of park monument signage at Oak Hill, MacNaughton, and Lexington Creek Parks in an amount not to exceed $99,395.00.
Ordinances
- Approved an ordinance (4-3) on the first of two readings amending Chapter 34, Finance and Taxation, of the Missouri City code; amending the taxation exemption for residence homesteads for individuals aged sixty-five (65) or older; providing for repeal; and providing for severability.
Resolutions
- Approved a resolution (7-0) to add the Mayor as an authorized signatory for all Texas General Land Office (GLO) and Community Development Block Grant contracts.
- Approved a resolution (7-0) authorizing the submission of the COPS Grant to the US Department of Justice for two additional police officer positions in FY 2023.
- Approved a resolution (7-0) authorizing the submission of the Community Policing Development Microgrant through the COPS office to fund CPR and First Aid for law enforcement officers who will partner with high school students.
Closed Executive Session
- Texas Government Code, Section 551.072—Deliberations concerning the purchase, exchange, lease, or value of real property if deliberation in an open meeting would have a detrimental effect on the position of the governmental body in negotiations with a third person: tracts for potential facilities or park projects.
- Texas Government Code, Section 551.074 – Deliberations concerning the appointment, employment, evaluation, reassignment, duties, discipline, or dismissal of the City Manager.
- Texas Government Code, Section 551.071 – Consultation with attorney to seek or receive legal advice regarding pending or contemplated litigation, a settlement offer, or on a matter in which the duty of the attorney to the City under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas clearly conflicts with the Texas Open Meetings Act: Contract with the Texas General Land Office (GLO) for the Cangelosi Ditch expansion project.
Reconvene
- Council voted (4-3) to appoint Sedrick Cole as the Interim City Manager.
