Consent Agenda
- Approved an ordinance (4-3) on the second and final reading to continue Article VII of Chapter 74 of the Missouri City Code; continuing the rules and regulations pertaining to the standards of care for certain elementary-age recreation programs operated by the City of Missouri City.
- Authorized the City Manager (4-3) to execute a contract with Bass Construction in the amount of $429,728.45 for construction management services of restrooms and a pavilion at Quail Green West Park.
Public Hearings & Related Actions
- Zoning Public Hearings & Ordinances
- Approved an ordinance (6-1) on the first of two readings to rezone an approximate 24.45-acre tract of land to PD, Planned Development District to allow for a mixed-use development to include retail, commercial, and residential uses; and to the extent such zoning deviates from the Future Land Use and Character map of the Comprehensive Plan, to provide for an amendment therefrom. The subject site is located south of Highway 6, north and west of Fort Bend Parkway, and east of Oakwick Forest Drive.
- Public Hearings & Related Actions
- Held a public hearing to receive comments on the amendment of water and wastewater impact fees in the Mustang Bayou Service Area.
- Approved an ordinance (7-0) on the first of two readings to amend the impact fees for water and wastewater facilities for the Mustang Bayou Service Area in accordance with an updated land use assumptions and capital improvements plan; providing for the collection and assessment of impact fees; and making certain findings.
Authorizations
- Authorized the City Manager (5-2) to execute a Professional Service Agreement (RFQ No. 22-308) with HR Green, Inc. to assist the City towards design phase services for the Mustang Bayou Wastewater Treatment Plant Phase II Expansion, in an amount not to exceed $1,017,230.
Ordinances
- Approved an ordinance (6-1) on the first of two readings to amend Chapter 74, Parks and Recreation of the Missouri City Code; amending the rules and regulations regarding parks and recreation facilities licensing.
Resolutions
- Approved a resolution (6-1) in support of requesting an extension to the 60% non-groundwater sources conversion mandate required by the Fort Bend Subsidence District.
- Approved a resolution (6-1) authorizing the Interim City Manager or his designee to negotiate and execute a local on-system improvement project agreement (LOSA) with the State of Texas for the upgrade of the traffic signal located at State Highway 6 and Colonial Lakes.
- Approved a resolution (5-2) authorizing the purchase of a new security camera system for City Centre in the amount of $58,720.61.
Closed Executive Session
- Texas Government Code, Section 551.072 – Deliberations concerning the purchase, exchange, lease, or value of real property if deliberation in an open meeting would have a detrimental effect on the position of the governmental body in negotiations with a third person: a tract for a potential facilities or park project.
- Texas Government Code, Section 551.071 – Consultation with attorney to seek or receive legal advice regarding pending or contemplated litigation, a settlement offer, or on a matter in which the duty of the attorney to the City under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas clearly conflicts with the Texas Open Meetings Act: (1) Willie Jones & Jeanette Crummedyo v. City of Missouri City (Cause No. 22-DCV-292916 in the 240th Judicial District of Fort Bend County); and (2) Texas Open Meetings Act and Texas Public Information Act.
- Texas Government Code, Section 551.074 – Deliberations concerning the appointment, employment, evaluation, reassignment, duties, discipline, or dismissal of the City Manager.
- Texas Government Code, Section 551.087 – Deliberations regarding commercial or financial information that the governmental body received from a business prospect that the governmental body seeks to locate, stay, or expand in or near the territory of the governmental body and with which the governmental body is conducting economic development negotiations: commercial development prospect.
