At the Monday, April 18 In-Person Regular Meeting in the Community Center, Councilmembers recognized Fire Battalion Chief Dave Mathews on his retirement and the Parks team as well as the winners of the MCTX Chalk Festival. Here is a rundown of all Council actions at the meeting:
Presentations & Recognitions
- Recognized Fire Battalion Chief Dave Mathews on his retirement.

- Recognized the Parks & Recreation team and the winners of the Missouri City Chalk Festival - Oniyinyechi (Jennifer) Okonkwo, Nguyen Le and Isabella Florendo (winners were not present at the meeting).

Consent Agenda
- Approved an ordinance on the second and final reading to rename Confederate Court, a public street, to Prosperity Court.
- Approved an ordinance on the second and final reading to rename Confederate South Drive, a public street, to Prosperity South Drive.
- Authorized the City Manager to execute three separate contracts with HALFF Associates, TNP Inc., and Walter P. Moore for on-call drainage engineering services for an amount not to exceed $100,000 per firm.

- Held a public hearing to receive comments for or against a request to rezone an approximate 0.56 acre tract of land from SD, Suburban District to LC-2, local retail district. The subject site is located south of Highway 6, east of Trammel Fresno Road, and west of Oakwick Forest Drive. The subject site is adjacent to Oakwick Forest Estates subdivision and a new shopping center having an address of 9720 Highway 6.
- Approved an ordinance on the first of two readings to rezone an approximate 0.56 acre tract of land from SD, Suburban District to LC-2, local retail district; and to the extent such zoning deviates from the Future Land Use and Character map of the Comprehensive Plan, to provide for an amendment therefrom. This is the ordinance for item a.1.
- Held a public hearing to receive comments for or against a request to rezone land contained within a 6.85 acre tract from LC-2, local retail district to LC-3, retail district. A portion of the land is currently zoned LC-2, local retail district and the remaining portion is zoned LC-3, retail district. The site is located north and east of Rothwell Street, south and east of the intersection of 5th Street and Independence Boulevard and west of the Lexington Place residential subdivision.
- Approved an ordinance on the first of two readings to rezone land contained within a 6.85 acre tract from LC-2, local retail district to LC-3, retail district. A portion of the land is currently zoned LC-2, local retail district and the remaining portion is zoned LC-3, retail district. This is the ordinance for item a.3.
Authorizations
- Authorized the City Manager to execute a contract with HALFF Associates in the amount of $342,990 for design services to develop Freedom Tree Park.
Ordinances
- Approved an ordinance on the first of two readings to amend Chapter 2, Administration, of the Missouri City Code; amending the terms for the Ethics Commission.
