At the Monday, Feb. 21 In-Person Regular Meeting in the Community Center, Councilmembers recognized local educators: Miriam Vasquez, Cassandra Durst, Abdelhafid Maher, Maria Rincon and Enoch Brown for their recent accolades. Here is a rundown of all Council actions at the meeting:

Presentations & Recognitions

• Recognized Miriam Vasquez, who was awarded the “Bilingual Teacher of the Year” at Ridgegate Elementary School.
• Recognized Cassandra Durst, who was awarded the “Teacher of the Year” at Palmer Elementary School.
• Recognized Abdelhafid Maher, who was awarded the “English as a Second Language Teacher of the Year” at Lake Olympia Middle School.
• Recognized Maria Rincon, who was awarded the “Teacher of the Year” at Quail Valley Middle School.
• 
• Recognized Enoch Brown, who was awarded the “Campus Teacher of the Year” at Lake Olympia Middle School.
• 
• Presentation of a Recognition Certificate by the Texas Police Chiefs Association. This item was pulled from the agenda.

Consent Agenda

• Approved the minutes of the special and regular City Council meetings of Feb. 7, 2022.
• Received and approved the submission of the FY2021 annual reports for the Tax Increment Reinvestment Zone No. 1 (Texas Parkway), No. 2 (Vicksburg), and No. 3 (Sienna).
• Approved an order of the City Council; establishing a public hearing date of April 4, 2022, to consider the update of the land use assumptions and the capital improvements plan for water impact fees and wastewater impact fees for the Mustang Bayou service area in accordance with Chapter 395, Texas local government code; making certain findings; and providing for severability.
• Authorized the execution of a contract for an air cooled chiller for the City Hall complex.

Public Hearings & Related Actions

• Zoning Public Hearings & Ordinances
  1. Held a public hearing to receive comments for or against a request to rezone an approximate 0.82 acres of land from LC-2 local retail district to PD planned development district to allow for LC-2 local retail district uses and tire, battery and other automobile accessory sales and services uses; providing a penalty. The ordinance was approved on the first of two readings.

Authorizations

• Authorized awarding a contract for engineering design services for Mustang Bayou Service Area utilities collection and distribution systems (RFQ No. 22-025).
• Authorized the additional funding required to complete the original project approval for the Council Chamber technology upgrade.

Ordinances

• Approved an ordinance on the first of two readings, providing for a processing fee for credit card payment of fees, fines, court costs, and other charges.
• Approved an ordinance on the first of two readings to amend Chapter 30, Environment, of the Missouri City Code; regulating discharges to the Municipal Separate Storm Sewer System and providing a penalty. 
• Approved an ordinance on the first of two readings, establishing procedures for the consideration of economic development projects within the City; expanding the boundaries of the Texas Parkway/Cartwright Road Façade Improvement Program. 

Resolutions

• Approved a resolution declaring the City’s intention to reimburse certain costs with the proceeds from tax exempt obligations. 
• Approved a resolution authorizing the execution of an agreement between the City and MHL USA Holdings, LLC, for facade improvements at Quail Valley Plaza, located at 2601 Cartwright Road. 
• Approved a resolution finding a public necessity in acquiring certain real property interests in connection with a proposed road project and proposed park project north of Highway 90A and east of Sam Houston Parkway; and authorizing such acquisition with respect to one or more parcels needed for such projects.
