At the Monday, Dec. 20 In-Person Regular Meeting in the Community Center, newly elected District A Councilmember Monica Riley and newly appointed City Manager Charles Jackson were sworn into office; and the City Council also recognized former District A Councilmember Cheryl Sterling. Here is a rundown of all Council actions at the meeting:
Presentations & Recognitions
- Administered the oath of office to Charles Jackson, City Manager.

Consent Agenda
- Approved the minutes of the special and regular City Council meetings of Dec. 6, 2021.
- Authorized the city manager to execute an agreement for road and bicycle lane restriping.
- Approved an ordinance consenting to the reduction of the extraterritorial jurisdiction of the City of Missouri City, by releasing approximately 1,333.53 acres of land located east of Farm to Market Road 521 on the second and final reading.
- Approved an ordinance for a specific use permit authorizing a place of assembly use within an approximately 4.71-acre tract of land; providing for an amendment to the Comprehensive Plan; providing a penalty on the second and final reading.
- Approved an ordinance rezoning an approximate 50 acre tract of land to PD Planned Development District to allow for a mixed use development to include retail and commercial uses including restaurants and cafes, flex spaces, artist studios, outdoor gathering spaces, indoor recreational facilities, ministorage and residential uses; providing for an amendment to the Comprehensive Plan; providing a penalty on the second and final reading.
- Approved an ordinance rezoning an approximate 13.68-acre tract of land from PD Planned Development No. 105 to R-2 single-family residential; providing for an amendment to the Comprehensive Plan; providing a penalty on the second and final reading.
- Approved an ordinance rezoning an approximate 6.28-acre tract of land to PD Planned Development District to allow for flexibility and innovation in design allowing for the redevelopment of an existing commercial retail center; providing for an amendment to the Comprehensive Plan; providing a penalty;
- Approved an ordinance rezoning an approximate 17.58-acre tract of land to PD Planned Development District to allow for the development of office/warehouse uses; providing for an amendment to the Comprehensive Plan, providing a penalty; and consider the ordinance on the second and final reading.
- Approved an ordinance amending the city of Missouri City, Texas (TIRZ No. 2) Project and Financing Plan; and consider a related ordinance on the second and final reading.
- Approved an order of the City Council of the City of Missouri City; establishing a public hearing date of Feb. 7, 2022, to consider the update of the land use assumptions and the capital improvements plan for water impact fees and wastewater impact fees for the Mustang Bayou service area in accordance with Chapter 395, Texas local government code; making certain findings; and providing for severability.

Authorizations
- Elected Jeffrey L. Boney as Mayor Pro Tem.

- Authorized the city manager to execute an agreement for printing, bindery, postage and mailing services related to the citizen newsletter.
- Authorized the city manager to amend an existing contract for temporary labor services.
- Authorized the city manager to amend a contract for landscape architecture services to include additional services for the Texas Parkway Beautification Project.
- Authorized an interlocal agreement for landscape beautification along Texas Parkway.
- Authorized the mayor to execute an interlocal agreement for public improvement district (PID) and tax increment reinvestment zone (TIRZ) administration services.
Ordinances
- Approved an ordinance amending the Fiscal Year 2021 Adopted Budget on the first and final reading.
Resolutions
- Approved a resolution selecting a representative and an alternate to the Houston-Galveston Area Council 2022 General Assembly; selecting a representative and alternate to the Houston-Galveston Area Council 2022 Board of Directors; and containing other provisions relating to the subject.
- Approved a resolution confirming the City Manager’s reappointment of a certain individual to the Fire Fighters’ and Police Officers’ Civil Service Commission for the City.
- Approved a resolution authorizing the city manager to negotiate and execute an agreement for the lease of a driving range golf cart.
- Approved a resolution authorizing the city manager to negotiate and execute an interlocal agreement for the use of a public right-of-way to construct a fixed license plate reader cameras; and containing other provisions related thereto.
- Approved a resolution identifying certain officials within authority to open and maintain a city account or accounts with Wells Fargo Bank, National Association; and containing other provisions relating to the subject.
- Approved a resolution identifying certain officials within the authority to maintain account with Wells Fargo National Bank Association for the City of Missouri City Nonprofit Trust for the payment of certain employee benefits; and containing other provisions relating to the subject.
