At their Tuesday, Sept. 7 In-Person Regular Meeting in the Community Center, Councilmembers proclaimed Sept. 7, 2021 as Tony Levine Day and Dr. Nissi Hamilton Day in Missouri City; presented certificates of appointment to Civil Service Commissioners; proclaimed September as National Preparedness Month; recognized MCPD Officer Valery Elias for his exemplary service; and authorized the execution of a joint elections agreement and contract for elections services with Fort Bend County and Harris County for the Nov. 2, 2021 election. - Recognized Missouri City Police Officer Valery Elias for his exemplary public service, his excellent coverage of City Council Meetings ensuring the welfare of elected officials, citizens, stakeholders and staff and his partnership in helping to make the inaugural MCTX Food Truck Festival that was held on Saturday, Aug. 21, 2021, a success.

Staff Reports
- Fire Chief Mario Partida invited citizens, staff and Council to join a special event this Saturday at Fire Station No. 1, No. 3 and No. 4 commemorating the 20th Anniversary of 9/11.
Consent Agenda
- Approved the minutes of the Special and Regular City Council Meetings of Aug. 16 and the Special City Council meeting on Aug. 30.
- Approved an ordinance granting a franchise for gas services requested by SiEnergy; containing other provisions related to the foregoing subject on the third and final reading.
- Approved an ordinance enlarging the boundaries of Reinvestment Zone No. Two, City of Missouri City, Texas, to include approximately 2.09 acres of land adjacent to the existing boundaries of the Zone; containing findings and provisions related to the foregoing subject on the second and final reading.
- Authorized the execution of a joint elections agreement and contract for elections services with Fort Bend County for the Nov. 2, 2021 election.
- Authorized the execution of a joint elections agreement and contract for elections services with Harris County for the Nov. 2, 2021 election.
- Authorized the Waiver of Penalty & Interest for the 2020 tax year.
Public Hearings & Related Actions
- Zoning Public Hearings and Ordinances
- Held a public hearing and considered an ordinance to amend Planned Development District No. 85 to allow for MF-2, multifamily residential district uses; regulating and restricting the Planned Development district; providing a penalty and containing other provisions related to the foregoing subject. The site location is to the north of the Pine Meadows residential subdivision, south of US 90A, east of Bull Lane, and west of South Cravens Road. There was no motion on this at this meeting; however, it could be brought back at a later date.
- Public Hearings and Related Actions
- Held a public hearing and considered an ordinance to adopt an ordinance adopting the City of Missouri City Firefighters and Police Officers’ Civil Service classification system. The ordinance was approved on the first of two readings.
Ordinances
- Approved an ordinance amending Chapter 2, Administration, of the Missouri City Code; requiring certain training for the city council on the first of two readings.
- Approved an ordinance amending the Personnel Policy to provide for the implementation of civil service; establishing a policy for quarantine leave for certain public safety employees; establishing a policy for mental health leave for peace officers; clarifying the City’s random drug testing policy; making Juneteenth a City holiday on the first of two readings.
Resolutions
- Approved a resolution ratifying the lease of one hundred twenty-six global positioning system (GPS) units and the execution of an agreement and associated documents for the lease of such GPS units.
- Approved a resolution authorizing an interlocal agreement for participation in the GoodBuy Purchasing Cooperative.
