Apply for the New Arts & Culture Commission of Missouri City

Authority: Ordinance O-21-17 establishes the Arts in Public Places Program and the Arts and Culture Commission of Missouri City. The purpose of the Arts in Public Places Program is to create an enhanced visual environment for City residents and visitors, to commemorate the City’s rich cultural diversity, integrate the work of artists into the development of the City’s capital infrastructure improvements, and promote tourism and economic vitality in the City through the artistic design of public spaces.

Objectives: Pursuant to said authority and in accordance with City of Missouri City Strategic Goal 1 (create a great place to live), the City Council established the volunteer Arts and Culture Commission to provide recommendations on matters related to arts in public places and other matters of cultural significance. The point of contact for the Arts and Culture Commission will be the administrator designated by the City Manager.

Qualifications: The volunteer Arts and Culture Commission will be appointed by the City Council and will consist of nine (9) voting members, including four (4) community representatives and five (5) art professionals. The five (5) art professionals will include at least one (1) curator and two (2) design professionals. Once constituted, the Arts and Culture Commission will elect its own chair and vice-chair. To serve as a member of the Commission, a person must meet the following minimum requirements:

  1. qualify as either a community representative or an art professional; 
  2.  be over 18 years of age;
  3.  may not be related, in any degree, to a member of the City Council of Missouri City or to a member of a Missouri City tax increment reinvestment zone board; and
  4.  may not have held a public office within the preceding one year.

Appointment Process: To apply to serve on the Commission, an individual must submit an application and a resume to Missouri City by July 12, 2021. The City Council may waive an applicant’s failure to submit a resume. By submitting an application, each applicant attests to the applicant’s eligibility. An application will not be considered and an appointed individual may be removed from the Commission if the individual is later found to be ineligible. Additionally, providing false or misleading information in an application to serve on the Commission will serve as grounds for removal after appointment. Membership on this Commission is subject to approval by the City Council. The City may announce appointments to the Arts and Culture Commission as early as August 2, 2021.

Term: Each Commissioner will be assigned a position and will be designated Commissioner Number 1 through Commissioner Number 9. Each Commissioner will serve a term of approximately two (2) years. The terms of the odd-numbered positions will expire on June 30 of every odd-numbered year. The terms of the even-numbered positions will expire on June 30 of every even-numbered year. A Commissioner appointed to an even-numbered position in the year 2021 will serve a one (1) year term. A Commissioner appointed to an even-numbered position in 2022 and, thereafter, will serve a two (2) year term. 

Meetings and Rules of Procedure: Meetings of the Arts and Culture Commission may be scheduled on a quarterly basis. The Arts and Culture Commission may adopt rules of procedure to conduct its meetings.
