At their Monday, June 21 In-Person Regular Meeting in the Community Center, Councilmembers approved an ordinance suspending certain regulations that provide flexibility for food establishments to cook and serve food outside of a building during the pandemic; administered the oath-of-office to certain members of MCTX boards, commissions and committees; recognized Judge Joel C. Clouser Sr. for his years of service; and proclaimed June 21, 2021 as “Anthony J. Snipes Day” in the City. Here is a rundown of all Council actions at the meeting:

Presentations & Recognitions:

  • Administered the oath-of-office to certain members of the City of Missouri City’s boards, committees, and commissions.
  • Recognized Judge Joel C. Clouser, Sr. for his years of service to Fort Bend County and the City. 
  • Proclaimed June 21, 2021, as “Anthony J. Snipes Day” in the City.

Consent Agenda:

  • Approved the minutes of the Special City Council meeting of June 3; the Special and Regular City Council meetings of June 7; and the Special City Council meeting of June 15.
  • Approved an ordinance on the second and final reading to zone an approximate 0.67 acre tract of land to PD Planned Development District to allow for the development of a lease space building and to consider flexibility in regulations to allow for such development; providing a penalty; and containing other provisions relating to the subject. The subject site is located at the southeast corner of the intersection of Fifth Street and FM 1092; north of Murphy Road Church of Christ; south of a Murphy Food Mart; and west of Rothwell Street. 
  • Approved an ordinance on the second and final reading to rename Confederate Drive, a public street, as Prosperity Drive.
  • Approved an ordinance on the second and final reading to amend Chapter 2, Administration, of the Missouri City Code; providing certain standards of conduct for the mayor, councilmembers, board and commission members, and certain appointed officials; and establishing an ethics commission. 
  • Authorized the execution of a contract for the replacement of a citywide datacenter firewall solution.
  • Authorized the execution of a contract with Cartegraph Systems LLC for the purchase of Cartegraph Solutions Software, including data integration/transition services.
  • Authorized the replacement and upgrade of Citywide Datacenter MDS and Redundant Switch solution.
  • Authorized the interim city manager to negotiate and execute a contract with Bass Construction Co. for construction and installation of permanent entrance signage at Bicentennial Park and Sta-Mo Sports Complex.  

Public Hearings & Related Actions

  • Zoning Public Hearings and Ordinances

    1. Held a public hearing and received comments for or against a request by Jeremiah Asomugha, Miracle City Church to grant a specific use permit authorizing the use of a 14.98-acre tract of land in the City of Missouri City as a specific use: places of assembly; providing limitations; restrictions, and conditions on such specific use; amending the zoning district map of the City of Missouri City; providing for repeal; providing a penalty; providing for severability; containing other provisions relating to the subject; and considered the related ordinance on the first of two readings. The subject site is located north of East Hampton Circle, south of Fondren Park subdivision, east of Kathy Avenue, and west of Fondren Road. There was no motion at this meeting, however, it could come back to City Council on a future date. 

Authorizations:

  • Authorized the execution of a professional services contract with Kimley Horn for the update of the Intelligent Transportation System (ITS) and Master Thoroughfare Plan.


Ordinances:

  • Approved an ordinance on the first and final reading to temporarily suspend certain special event regulations set forth in Section 9, Supplementary District regulations, of Appendix A of the Missouri City Code, entitled “The City of Missouri City Zoning Ordinance;” suspending the imposition of certain development fees; providing a penalty; declaring an emergency; providing an effective date. This ordinance provides flexibility for food establishments to cook and serve food outside of a building or lease space until Jan. 1, 2022 with the following guidelines: 
    1. Allow a business holding a current certificate of occupancy to host a special event for up to three days per week;
    2. A special event held by a business within this period would not be limited on the number of events hosted at a single location;
    3. A temporary health permit would be required for a business hosting a special event and serving/providing food under these provisions. Such permit would cost a business $55 for the initial day of an event and $22 for each subsequent day of the event in accordance with the current fees established.

Resolutions:

  • Approved a resolution to select Director of Public Works Shashi Kumar as representative and Asst. Director of Public Works Todd Hoover as an alternate to the Houston- Galveston Area Council 2021 Transportation Policy Council.
  • Approved a resolution to select Mr. Hoover as representative and Mr. Kumar as an alternate to the Houston- Galveston Area Council 2021 Transportation Advisory Committee. 
  • Approved a resolution to grant consent to Missouri City Management District No. 1 to issue unlimited tax road bonds.
  • Consider a resolution to support the development of economic centers within Missouri City, Texas. Item was removed by Interim City Manager, Bill Atkinson.
