All City Charter Amendments Pass; Results to Be Officially Adopted at May 12 Special Council Meeting

Unofficial results of the May 1, 2021, Special Charter Election show that all of the proposed charter amendments passed, including those establishing term limits and expanding City Council terms to three years instead of two. The results of the election will be canvassed and the adopted charter amendments will take effect after an order is adopted at the Wednesday, May 12, 2021 Special City Council Meeting. 

Citizens have voted to amend the City Charter as follows:

  • Charter Proposition A clarifies that the Mayor may not act as chief administrative officer and fulfill the duties of the city Manager.
  • Charter Proposition B establishes a one-year term for the position of Mayor Pro Tem.
  • Charter Proposition C clarifies that the City Manager must obtain the City Council’s advice and consent to appoint, suspend or remove all or any one of the City’s department directors.
  • Charter Proposition D requires that, if a contract is entered into for the employment of the City Manager, the compensation of the City Manager shall be set forth in such contract, which must be voted on by a majority vote of the City Council.
  • Charter Proposition E extends the term of office for the mayor, district councilmembers, and councilmember-at-large positions from two to three years.
  • Charter Proposition F limits City Councilmembers to 12 consecutive years on the Council at a time. After serving for 12 consecutive years, Charter Proposition F requires a councilmember to sit out for a period of at least two years before holding another position on the City Council.    
  • Charter Proposition G extends the period of time the City Manager can transfer or request to transfer unencumbered appropriations from 60 days to 90 days after the end of the fiscal year.
  • Charter Proposition H clarifies that the requirement of the city council to receive and consider bids for the sale of bonds applies to competitive sales only.
  • Charter Proposition I changes the appointment date of charter review commissioners from July to January.
