At their Monday, Nov. 18 Regular Meeting, oaths of office were administered to Councilmembers Cheryl Sterling, Jeffrey Boney, Anthony Maroulis, and Floyd Emery by Mayor Yolanda Ford, Judge Clarease Yates, City Secretary Maria Jackson and Fort Bend County Precinct 2 Justice of the Peace Joel Clouser, respectively. Also, during the meeting, Members elected Chris Preston to a second term as Mayor Pro Tem and amended the general budget for the fiscal year beginning Oct. 1, 2018 and ending Sept. 30, 2019; among other actions. Here is a rundown of the full Council meeting:

Presentations & Recognitions:

2019 Swearing In CeremonyThe oath of office was administered to Councilmembers Cheryl Sterling, District A; Jeffrey Boney, District B; Anthony Maroulis, District C; and Floyd Emery, District D.

PearsonFormer District A Councilmember Reginald Pearson was recognized for his service to the City.

Staff Reports:

Received updates from City Manager Anthony J. Snipes. These included:

  • Informing residents of non-emergency office closures on Wednesday, Nov. 20 from 11:30 a.m. to 1:30 p.m. for the annual employee Thanksgiving luncheon, and non-emergency office closures on Thursday, Nov. 28 and Friday, Nov. 29 for the Thanksgiving holiday.
  • Thanking residents for donating non-perishable food items at the annual “Stuff the Squad Car & Fire Truck” event.
  • Congratulating the elected City Councilmembers and thanking former Councilmember Reginald Pearson for his service to the City.

Consent Agenda:

  • Approved the minutes of the Special and Regular City Council meetings of Nov. 4, 2019.
  • Changed the ordinance on the second and final reading for the zoning classification of an approximate 1.4197 acre tract of land, from CF community facilities district to I, industrial district; providing for an amendment to the Comprehensive Plan; providing a penalty. The subject site is located on the south side of East Hampton Circle, north of Highway 90A, west of Fondren Road, and east of McClain Boulevard.

Public Hearings:

  • Held a public hearing to receive comments for or against proposed assessments against properties in the Lake Shore Harbour, Section Five, subdivision within the City of Missouri City Public Improvement District No. Two established by City Council Resolution No. R-01-38. The item failed to gain a motion.
  • Held a public hearing to receive comments for or against an ordinance continuing an interim procedure regarding the administration of plans and platting rules; declaring an emergency; and approved the related ordinance on the first and final reading.

Authorizations:

  • Elected Chris Preston as Mayor Pro Tem.
  • Authorized the execution of an agreement for the construction of park improvements for American Legion Park.
  • Authorized the purchase of fleet vehicles.
  • Authorized the execution of an amendment to an existing interlocal agreement for the maintenance of a regional detention facility to include the Mustang Trails sub-regional detention facility.

Ordinances:

  • Considered the third updated and restated service and assessment plan for City of Missouri City Public Improvement District No. Two; and consider the ordinance on the first of two readings. The ordinance failed to gain a motion.
  • Considered the third updated and restated service and assessment plan for City of Missouri City Public Improvement District No. Four; and consider the ordinance on the first of two readings. The ordinance failed to gain a motion.
  • Amended the general budget for the fiscal year beginning Oct. 1, 2018 and ending Sept.  30, 2019; and considered the ordinance on the first and final reading.

Resolutions:

  • Considered a resolution identifying certain officials with authority to open and maintain an account or accounts with Wells Fargo Bank, National Association; and containing other provisions relating to the subject. This item was removed. 
  • Identified certain officials with authority to open and maintain an account or accounts with Wells Fargo Bank, National Association for the City of Missouri City Insurance Trust Fund; and containing other provisions relating to the subject.
  • Selected Councilmember Sterling as representative and Mayor Pro Tem Preston as alternate to the Houston-Galveston area Council 2020 General Assembly and; selected Councilmember Sterling as representative and Mayor Pro Tem Preston as alternate to the Houston-Galveston Area Council 2020 Board of Directors.
  • Named the Parks and Recreation Volunteer of the Year Program “The Missouri City Parks and Recreation Ebony Ghee Volunteer of the Year Award.”

Closed Executive Session & Action:

  • Council went into Executive Session regarding any item posted on the Agenda as authorized by Title 5, Chapter 551 of the Texas Government Code. Council went into Executive Session in accordance with the following provision of the government Code:
    • Texas Government Code, Section 551.074- Deliberations concerning the appointment, employment, evaluation, reassignment, duties, discipline or dismissal of a public office or employee: Presiding Judge.
      • Council voted to suspend the current rules of how complaints should be submitted and approved that complaints regarding a judge should be sent directly to the Texas State Commission on Judicial Conduct.
