At their Monday, Dec. 3, 2018 Regular Meeting, City Councilmembers recognized former Assistant City Manager Scott Elmer for more than 23 years of service to the City of Missouri City and the Junior Tennis players for winning the 2018 United States Tennis Association (USTA) Fall Sectional Championship; accepted the Capital Improvements Advisory Committee’s (CIAC) report on capital improvement impact fees and authorized the City Manager to negotiate and execute an agreement for the construction of the Beltway 8 connector project. Here is a rundown of all Council actions at the meeting:

Presentations & Recognitions:FBJudgeElect KP

Fort Bend County Judge-elect KP George visited the “Show Me City” and acknowledged the significance of the City in the region and the importance of the City-County partnership.ElmerRecognized former Assistant City Manager Scott Elmer on his retirement and more than 23 years of service with the City of Missouri City. Junior Tennis 12.3.18Recognized Junior Tennis players Kendall Wu, Pratik Sahajwan, Jastine Escamos, Jasmine Escamos and Aly Ham for winning the 2018 United States Tennis Association (USTA) Fall Sectional Championship.

Staff Reports: 

  • Received operational updates from City Manager Anthony J. Snipes, including:
    • A quick reminder that Dec. 4 was the last day of Early Voting for the Runoff election. Quail Valley Fund office and the Community Center were open from 7 a.m. to 7 p.m.
      • Staff shared a reminder news release with media, residents and stakeholders with details on location/hours. It was also added to all the citizens’ communication tools and a reminder for the Dec. 8 Election Day was also released.
    • Details on the annual Snowfest Festival, Shuffle and Parade, which were later cancelled due to inclement weather.
    • A Reminder of the following events:
      • Leadership Luncheon on Thursday, Dec. 13.
      • This will be an off-site luncheon and we will tour the Buffalo Soldiers National Museum whose partners include Missouri City veterans.
      • Senior Holiday Party on Thursday, Dec. 13 at 5 p.m. at City Centre at Quail Valley.
      • Toy Drive Tennis Tournament all day on Saturday, Dec. 15 at the Recreation & Tennis Center.
      • Breakfast with Santa on Saturday, Dec. 15 at 9 a.m. at City Centre at Quail Valley.
    • And, a public hearing to receive input on the CDBG Comprehensive Annual Performance & Evaluation Report will be on Monday, Dec. 17 at 7 p.m. in Council Chambers. 
      • The draft CAPER for Program Year 2017-2018 is posted on the City website for review and residents may submit comments until Dec. 28.
    • Details on the toy drives coordinated by the Public Safety teams for children in need.
      • MCPD’s Blue Santa Toy Drive is accepting unopened toys at Public Safety Headquarters, the Police Mini Station and Recreation & Tennis Center until Friday, Dec. 14.
      • Fire Department’s Chief Santa’s Toy Drive is accepting unwrapped toys at the Fire Stations until Saturday, Dec. 22. Team will also be parking a fire truck in front of Walmart, 9929 Hwy. 6 on Dec. 8, Dec. 9 and Dec. 15 from noon to 3 p.m. and on Dec. 14 from 4 p.m. to 7 p.m. to accept donations.
    • He also, thanked and highlighted:
      • Employee Recognition Committee for coordinating the annual Employee Holiday Party on Dec. 1.
      • Junior Tennis Players for winning the United States Tennis Association (UTSA) Sectional State Championship in New Braunfels earlier this month.
      • Scott Elmer for more than 23 years of service and excellence.

Consent Agenda:

  • Approved the minutes of the special City Council meeting of Nov.16, 2018 and the special and regular City Council meetings of Nov. 19, 2018.
  • Amended the special City Council meeting minutes of April 2, 2018.
  • Accepted the Capital Improvements Advisory Committee’s (CIAC) report on capital improvement impact fees.

Public Hearing & Related Actions: 

  • Zoning Public Hearings and Ordinances
    • Received comments for or against a request to rezone an approximate 5.19-acre tract of land from R-1-A single family residential district to PD Planned Development District to allow for the development of a child care facility and certain commercial uses, including, but not limited to, educational and professional offices and neighborhood and specialized retail uses; providing for an amendment to the Comprehensive Plan; providing a penalty; and consider the related ordinance on the first of two readings. The subject site is located north of Life Pointe Church, south of Olympia Estates, east of Olympia Estates and Vicksburg, Village of Sedona Creek and west of Vicksburg, Village of Cumberland. Council moved to postpone action to the Dec. 17 meeting.  

Appointments:

  • Appointed Assistant City Manager Bill Atkinson as the primary City representative and Director of Public Works Shashi Kumar as the secondary representative to the Groundwater Reduction Plan Oversight Committee pursuant to the Groundwater Reduction Plan participation agreements.

Authorizations:

  • Authorized the City Manager to negotiate and execute an agreement for the construction of the Beltway 8 connector project.

Resolutions:

  • Appointed Public Works Director Shashi Kumar as the primary City representative and Assistant Director of Public Works Clifford Brouhard as the alternate representative to the Houston-Galveston Area Council 2019 Transportation Policy Council and to the Houston-Galveston Area Council 2019 Technical Advisory Committee.
  • Authorized the City Manager to negotiate and execute an economic development agreement between the City of Missouri City, Texas, and Citypark I, LLC, Citypark II, LLC, Citypark III, LLC, and Citypark IV, LLC, pertaining to certain road improvements located in the City of Missouri City, Texas.

*The next Regular City Council Meeting will be held on Monday, Dec. 17 at 7 p.m. in Council Chambers: Results from the Dec. 8, 2018 Runoff Election will be canvassed and elected runoff candidates may be sworn into office.
