At their Monday, Nov. 19, 2018 Regular Meeting, City Councilmembers administered an oath of office to Vashaundra Edwards as the new At-Large Position #1 Councilmember; recognized former Councilmember Jerry Wyatt for his 33 years of service; authorized an agreement for the purchase of 0.5 of a mitigation credit suite from the Columbia Bottomlands Conservancy Mitigation Bank for the Knight Road expansion project and approved an ordinance providing for a special Runoff Election to be held on Dec. 8, for the purpose of electing a Mayor and a Councilmember At-Large, Position #2. Council also administered an oath of office to Reginald Pearson as the new District A Councilmember after the meeting.

Presentations & Recognitions:

Edwards

  • Presiding Judge Debra Sinclair administered the oath of office to Vashaundra Edwards (at left) for the City Council At-Large Position # 1.

Wyatt

  • Recognized former Councilmember Jerry Wyatt (at left) for more than 33 years of service to the City.

Pearson

  • City Council also appointed Reginald Pearson (at right) as the new District A Councilmember after interviewing six candidates during the Special Meeting. He was sworn in by Mayor Allen Owen after the Regular City Council Meeting.

Staff Reports:

  • Received operational updates from City Manager Anthony J. Snipes. He:
    • Welcomed Councilmember Edwards to the MCTX family, noting that we look forward to working with her.
    • Saluted and thanked former Councilmember Jerry Wyatt for more than 33 years of commitment, dedication and excellence in public service. 
    • Reminded everyone that all non-emergency City offices will be closed Thursday, Nov. 22 and Friday, Nov. 23 for Thanksgiving. 
      • This includes City Hall, Inspections & Permits, Visitors Center, Animal Shelter, Municipal Court and the Police Department Front Lobby.
      • Municipal Solid Waste service will continue on schedule; to ensure pickup, residents are encouraged to set their garbage and recyclable materials out by 7 a.m.
    • Advised everyone to mark their calendars for the following events: 
      • Tots & Crafts on Wednesday, Nov. 28 at 9 a.m. at the Recreation & Tennis Center. 
      • Senior Foodies on Thursday, Nov. 29 at 11:30 a.m. at Brandani’s Restaurant on FM 1092.
      • Family Fun Night: Sports Edition on Friday, Nov. 30 at 6 p.m. at the Recreation & Tennis Center. 
      • Snowfest Festival on Friday, Dec. 7 at 5:30 p.m. at the City Hall Complex.
      • Snowfest Shuffle on Saturday, Dec. 8 at 8:15 a.m. followed by the Parade at 9 a.m.
      • Senior Holiday Party on Thursday, Dec. 13 at 5 p.m. at City Centre at Quail Valley. 
      • Breakfast with Santa on Saturday, Dec. 15 at 9 a.m. at City Centre at Quail Valley. Tickets are now available. 
    • Reminded everyone that staff is in the process of compiling the 2018 Year-In-Review and will have the “In Focus” publication finalized by the end of the year. 
      • Also, shared a sample of last year’s media coverage for the Year-In-Review by Community Impact Newspaper with Council. 
    • Thanked and highlighted: 
      • Part-Time Deputy Court Maria Thomas on her recent recognition as Clerk of the Year. As part of the Municipal Court Week (Nov. 5 to 9) celebrations, Maria was nominated by her colleagues as the City’s first Municipal Court Clerk of the Year. She was awarded a designated parking spot for a year and her name will be the first to be placed on the plaque at Municipal Court.
      • H.E.B Sienna Market for honoring area veterans including some of our staff at their annual Veterans Day Breakfast. 
      • Volunteers, KaBOOM! & Blue Cross Blue Shield of Texas partners and staff for coordinating and building the new playground in Roane Park despite the cold weather. View Photos 
      • Public Safety teams for another successful Operation Thanksgiving: Stuff the Squad Car & Fire Truck event. With the help of residents, stakeholders and volunteers they were able to fill 12 squad cars and two fire trucks with non-perishables that were donated to local charities. View Photos 
      • The Fire Department on their first “Smoke Detector Blitz Project Guardian Program” in Fondren Park. They knocked on 66 doors, installed 56 smoke detectors in 22 homes and shared handouts on fire safety.  
      • The Employee Recognition Committee for coordinating the Annual Thanksgiving Luncheon and organizing the Turkey Decorating and Dessert contests for employees. 
    • Lastly, he reminded everyone that the Runoff election is on Dec. 8 and early voting is from Nov. 26 to Dec. 4. Polling locations are being finalized and will be shared soon. 
  • Council removed the presentation of the Missouri City Recreation and Leisure Local Government Corporation Annual Report as it was presented in the Recreation & Leisure Local Government Corporation Meeting.

Consent Agenda:

  • Approved the minutes of the Special and Regular City Council meetings of Nov.5, 2018. 
  • Approved an ordinance on the second and final reading granting a specific use permit to allow for the location of a place of assembly on an approximate 2-acre tract of land; providing for an amendment to the Comprehensive Plan; providing a penalty. The subject site is located northwest of the Lexington Place residential subdivision and southeast of the intersection of 5th Street and Independence Boulevard. 
  • Approved ratifying the execution of an inter-local agreement with the Texas Parks and Wildlife Department for a camping workshop.

Public Hearing & Related Actions:

  • Zoning Public Hearings and Ordinances: Received comments on the first of two readings for or against a request to rezone an approximate 5.19-acre tract of land from R-1-A single family residential district to PD Planned Development District to allow for the development of a child care facility and certain commercial uses, including, but not limited to, educational and professional offices and neighborhood and specialized retail uses; providing for an amendment to the Comprehensive Plan; providing a penalty. The subject site is located north of Life Pointe Church, south of Olympia Estates, east of Olympia Estates and Vicksburg, Village of Sedona Creek and west of Vicksburg, Village of Cumberland. Council moved to postpone action to the Dec. 3 meeting. 

Authorizations:

  • Authorized an agreement for the purchase of 0.5 of a mitigation credit suite from the Columbia Bottomlands Conservancy Mitigation Bank for the Knight Road expansion project.

Ordinances:

  • Approved an ordinance on the first and final reading providing for a special Runoff Election to be held on December 8, 2018, for the purpose of electing a Mayor and a Councilmember-At-Large, Position 2; providing for a joint election on December 8, 2018, to be administered by Fort Bend County; providing for election precincts and polling places.   • Approved an ordinance on the first and final reading authorizing the issuance and sale of City of Missouri City, Texas, Certificates of Obligation, Series 2018A in the aggregate principal amount of 21,000,000; November 19, 2018 Regular City Council Meeting Agenda levying a tax in payment thereof; authorizing the issuance of the certificates in accordance with specified parameters; authorizing the execution and delivery of a paying agent/registrar agreement and a certificate purchase agreement; approving the official statement; confirming the engagement of professionals in connection with the issuance of the certificates of obligation; finding and determining that the meeting at which this ordinance is passed is open to the public as required by law. 
  • Approved an ordinance on the first and final reading authorizing the issuance and sale of City of Missouri City, Texas, Certificates of Obligation, Series 2018B in the aggregate principal amount of $2,100,000; levying a tax in payment thereof; authorizing the issuance of the certificates in accordance with specified parameters; authorizing the execution and delivery of a paying agent/registrar agreement and a certificate purchase agreement; approving the official statement; confirming the engagement of professionals in connection with the issuance of the certificates of obligation; finding and determining that the meeting at which this ordinance is passed is open to the public as required by law.

Resolutions:

  • Postponed considering a resolution selecting a representative and an alternate to the Houston-Galveston Area Council 2019 Transportation Policy Council and selecting a representative and an alternate to the Houston-Galveston Area Council 2019 Technical Advisory Committee to the Dec. 3 meeting.
