At their Monday, July 15 Regular Meeting, Councilmembers authorized the acceptance of a special warranty deed from Fort Bend County Municipal Utility District No. 48 conveying Dry Creek Village Life Station No. 1; authorized an interlocal agreement with Fort Bend County providing for the funding of bathroom renovations in Fire Station No. 1; authorized an ordinance establishing a maximum speed limit for the school zone for Elkins High School location on Knights Court, within the City, including designating a location and times and providing a penalty. Here is a rundown of all Council actions at the meeting:

Staff Reports:

  • Received updates from City Manager Anthony J. Snipes. These include:
    • The closure of the bridge on Glenn Lakes Lane near Highland Lakes Drive to all traffic on Monday, July 29 for the reconstruction project. Learn more 
    • The CDBG Post-Secondary Educational & Vocational Scholarship application deadline is extended to 5 p.m. on Wednesday, July 31. Apply today

  • Missouri City Police Chief Mike Berezin presented the department’s Annual Report, and Council and audience were able to get a close-up look at the team’s Small Unmanned Aerial Systems (sUAS), more commonly known as drones. Learn more about MCPD initiatives at www.missouricitypolice.org.

Consent Agenda:

  • Approved the minutes of the Special and Regular City Council meetings of July 1, 2019.

Public Hearings:

Received presentation from CDBG Program Coordinator Chalisa Dixon and opened public comments for or against:

  • The proposed Program Year 2019 Community Development Block Grant Annual Action Plan.
  • The proposed Community Development Block Grant “2019-203” Consolidated Plan.
  • The proposed Program Year 2017 Annual Action Plan Amendment.

No comments were received for or against the three items above. 

Authorizations:

  • Authorized the acceptance of a special warranty deed from Fort Bend County Municipal Utility District No. 48 conveying Dry Creek Village Lift Station No. 1.
  • Awarded a delinquent property tax collections services contract to Linebarger, Goggan, Blair & Sampson, LLP and authorized the City Manager to negotiate and execute a delinquent property tax collection services contact.
  • Authorized the abandonment of a 2.7-acre easement for the Missouri City Management District No. 2.
  • Authorized a 10-year write-off for delinquent taxes on personal property and a 20-year write-off for delinquent taxes on real property in the total amount of $13,443.05, in accordance with Texas Property Tax Code Section 33.05 “Limitation on Collection of Taxes.”
  • Authorized the City Manager to negotiate and execute a contract with K3BMI for the provision of all services related to removal and hauling of bio-solid sludge from the City’s wastewater and surface water treatment plants.
  • Authorized an interlocal agreement with Fort Bend County providing for the funding of bathroom renovations in Missouri City Fire Station No. 1. Learn more 

Ordinances:

  • Amended the general budget for the fiscal year beginning Oct. 1, 2018, and ending Sept. 30, 2019; transferring various fund accounts; authorizing the appropriate city officials to take steps necessary to accomplish such transfers; making certain findings; and containing certain provisions relating to the subject.
  • Authorized an ordinance establishing a maximum speed limit for the school zone for Elkins High School location on Knights Court, within the City, including designating a location and times and providing a penalty.

Resolutions:

  • Authorized a resolution amending the schedule of fees, updating building permit fees for residential dwellings for Development Services.
  • Authorized the Mayor to execute and the City Secretary to attest an economic development agreement between the City, Tax Increment Reinvestment Zone (TIRZ) #1, Fort Bend County and the Missouri City Development Authority (MCDA) pertaining to the development, construction and rehabilitation of the historic Missouri City Middle School gymnasium project. The TIRZ Board #1 approved reimbursement amounts of $1,000,000 to Fort Bend County for this project.
