At their Monday, Feb. 18 Regular Meeting, Councilmembers recognized Grammy-nominated gospel artist Brian Courtney Wilson; appointed members to the board of directors for each Tax Increment Reinvestment Zone (TIRZ); authorized the execution of a contract for traffic systems maintenance/repair and authorized the execution of a contract for ditch cleaning and excavation services. Here is a rundown of all Council actions at the meeting:

Recognized Aarnav Gopinath (not present at the meeting) for winning the Fort Bend Independent School District Spelling Bee.

Staff Reports:

Received operational updates from City Manager Anthony J. Snipes, including:

  • Traffic delays near the intersection of Sienna Parkway and Steep Bank Trace beginning Feb. 19, 2019. Residents can anticipate delays from 9 a.m. to 3 p.m.
  • The 2019 statewide Warrant Roundup will be from March 9 through March 16. Offenders have the option to pay their fines without getting arrested, and payments can be made in person or by phone from Feb. 15 through March 9.
  • The Citizens’ Police & Fire Academy class for 2019 has reached its capacity of 24 students. Individuals who are interested in joining the waiting list may still apply online. The class begins on April 3 and will meet every Wednesday until May 31.
  • Reminder for the following events:
    • Bingo Night is Thursday, Feb. 21 at 5:30 p.m. at the Recreation & Tennis Center.
    • Dog Training Workshop is Saturday, Feb. 22 at 10:30 a.m. at Buffalo Run Park.
    • Book Talk is Tuesday, Feb. 26 at 10 a.m. at the Recreation & Tennis Center.
    • Coffee with a Cop is Wednesday, March 6 at 7 a.m. at Bakery Donuts, 2703 Cartwright Rd.
    • Tots & Crafts is Wednesday, March 6 at 10 a.m. at the Recreation & Tennis Center.
  • Special thanks and congratulations to:
    • Brian Courtney Wilson and Aarnav Gopinath for their exceptional talents.
    • Office of Performance and Strategic Initiatives, City Secretary, Legal and Quail Valley Golf Course for coordinating the two-day special Council Workshops last week, and to all the directors who presented and participated.
    • The Parks & Recreation team for hosing the annual Dad and Daughter Dance. Those who bought tickets before they sold out had a great time.
    • Office of Performance and Strategic Initiatives, Communications, Parks & Recreation, Public Works, Financial services and Development Services teams for partnering in making the 2019 Black History Month Celebrations successful.

Consent Agenda:

  • Approved the minutes of the Special and Regular City Council meetings of Feb. 4, 2019.

Appointments:

  • Appointed the following members to the board of directors for each tax increment reinvestment zone.
    • TIRZ 1: Eunice Reiter, George Ewing and Farrah Sabouni; Eunice Reiter as Chair.
    • TIRZ 2: Kingsley Idemudia and Roy Gilbert; Frank Hester as Chair.
    • TIRZ 3: Joe Workman, Curtis Williams and JaPaula Kemp; Joe Workman as Chair.

Authorizations:

  • Authorized the City Manager to execute a contact for Intelligent Transportation Systems equipment maintenance and repair with a Missouri City business, Marithon Communications.
  • Authorized the City Manager to execute a contract for traffic systems maintenance and repair.
  • Authorized the City Manager to execute a contract for pavement marking services.
  • Authorized the City Manager to execute a contract for ditch cleaning and excavation with another Missouri City business, Millis Equipment, LLC.

Ordinances:

  • Approved an ordinance amending the General Budget for the fiscal year beginning Oct. 1, 2018, and ending on Sept. 30, 2019; transferring various appropriations among accounts; appropriating supplemental revenue to various fund accounts; authorizing the appropriate city officials to take steps necessary to accomplish such transfers making certain findings; containing certain provisions relating to the subject on the first and final reading.

Resolutions:

  • Approved the submission of the 2019 grant application for a General Victim Assistance Program grant to the Criminal Justice Division of the Office of the Governor through the Houston-Galveston Area Council to fund the crime victim liaison position.
  • Approved the submission of the 2019 grant application for a Criminal Justice Program grant to the Criminal Justice Division of the Office of the Governor through the Houston-Galveston Area Council to fund the purchase of a second mobile video surveillance trailer.
  • Ratified the submission of the 2019 grant application for a Selective Traffic Enforcement Program grant to the Texas Department of Transportation to fund overtime activities by law enforcement to reduce the incidence of traffic collisions, injuries, and fatalities; and agreeing to provide matching funds.
  • Opposed the creation of a new special district in Missouri City.
