At their Tuesday, Jan. 22, 2019 Regular Meeting, Councilmembers recognized Loveless Mitchell for his 16 years of service on the Parks Board; the Thurgood Marshall High School football team for participating in the Texas 2018 Class 5A Division II State Finals and the 2018 Municipal Volunteer Program “MVP of the Year” award nominees and the winner Richard Guillot. Here is a rundown of all Council actions at the meeting:

Presentations & Recognitions:

Loveless Mitchell

Honored Loveless Mitchell for his 16 years of service on the Parks Board. Mr. Mitchell wasn’t present at the meeting but Parks Board Chairman Llarance Turner accepted an award on his behalf and shared highlights of Mitchell’s contributions and commitment to the City.

Marshall 2018 State Finals

Saluted the Thurgood Marshall High School Football Team for playing in the Texas 2018 Class 5A Division II State Finals.

2018 MVP of the Year

Recognized the 2018 Municipal Volunteer Program “MVP of the Year” Award nominees Don Johnson (in blue), Margo Webb (not present) and the winner Richard Guillot (in center).

Staff Reports:  

  • Received operational updates from City Manager Anthony J. Snipes, including:
    • Reminder for the following events:
      • Electronic Recycling event
      • Pooch Pet Awareness Day
      • Inaugural Tots Sports
      • METRO Public Meeting for residents to share their feedback on its draft long-range transportation plan – METRONext.
      • District B Community Meeting, on Thursday, Jan. 31 from 6 p.m. at the Community Center.
      • Tree Planting Competition on Saturday, Feb. 9 at 10 a.m. at Buffalo Run Park.
      • The Hollywood themed 2019 Dad & Daughter Dance is also on Saturday, Feb. 9 at 6 p.m. at the Community Center.
      • The Annual Black History Month Celebration is scheduled for Saturday, Feb. 16 and will include the first ever Poetry Slam. Local students are invited to participate; for more details call 281.403.8500.
    • Details on the Missouri City Police Department joining the “Neighbors” by Ring.
      • The Neighbors App serves as a modern neighborhood watch program through which residents can report alerts via an app. With MCPD joining the program, the team can now use this program as an additional resource to monitor crime within the City.
      • Residents can download this app for free and it is also available with the Ring doorbell products.
    • Congratulations to:
      • Loveless Mitchell for his dedicated service to the community.
      • Thurgood Marshall Team for their excellent performance this season.
      • The 2018 MVP of the Year winner Richard Guillot and nominees Don Johnson and Margo Webb.
    • Thanks to:
      • The City Secretary’s team for coordinating former Mayor Allen Owen’s reception.
      • The Communications team for partnering with MCPD in hosting this month’s Citizens’ University Class and for keeping everyone well informed with all the recent Brazos flooding and cold front weather updates.
      • The Office of Performance & Strategic Initiatives, City Secretary and Legal teams for coordinating the Special Council Workshop on Jan. 14 and Economic Development Director Joseph Esch, Parks & Recreation Director Jason Mangum and the Communications team for providing an update on the agenda items at the meeting.

Consent Agenda: 

  • Approved the minutes of the Special City Council meeting of Jan. 3, 2019; the Special and Regular City Council meetings of Jan.7, 2019 and the Special City Council meeting of Jan. 14, 2019. 

Appointments:

  •  Appointment of members to the board of directors for each tax increment reinvestment zone was moved to the next meeting on Monday, Feb. 4. 

Authorizations:

  • Authorized the negotiation and execution of an agreement for a City-wide information technology storage solution with The Broadleaf Group.
  • Approved the parkland dedication proposal for New Point Estates. 

Ordinances:

  • Approved an ordinance amending the City of Missouri City Public Infrastructure Design Manual; providing a penalty; providing for repeal; providing for severability; and providing an effective date.
  • Authorized ordinances amending the general budget for the fiscal year beginning Oct. 1, 2018 and ending Sept. 30, 2019; transferring various appropriations among accounts; appropriating supplemental revenue to various fund accounts; authorizing the appropriate city officials to take steps necessary to accomplish such transfers; making certain findings; and containing certain provisions relating to the subject.


Resolutions:

  •  Approved a resolution amending authorized representatives to the Texas Local Government Investment Pool.
  • Approved a resolution identifying certain officials within authority to open and maintain a city account or accounts with Wells Fargo Bank, National Association; providing for repeal; and containing other provisions relating to the subject.
  • Approved a resolution identifying certain officials within the authority to maintain account with Wells Fargo National Bank Association for the City of Missouri City Nonprofit Trust for the payment of certain employee benefits and containing other provisions relating to the subject.
  • Approved a resolution affirming the commitment of the Council of the City of Missouri City to the proposed Veterans Memorial Project; and containing other provisions related thereto.
  • Approved a resolution approving the submission of a Community Development Block Grant – Disaster Recovery application to the Texas General Land Office to fund certain flood control and infrastructure projects within the City of Missouri City, Texas; designating the Mayor as the City’s authorized official to accept, reject, alter or terminate the grant; and containing other provisions related thereto.
  • Approved a resolution authorizing the lease of 76 golf carts and the execution of an agreement and associated documents for the lease of such golf carts.
  • Approved a resolution authorizing the lease of two beverage carts and the execution of an agreement and associated documents for the lease of such beverage carts.
